Area farmers hit by disaster now eligible for low-interest loans

JEFFERSON CITY – Farmers in 105 Missouri counties including Buchanan that suffered losses from severe storms, tornadoes, straight-line winds and flooding from mid-May to late July are now eligible for low-interest loans and other federal assistance for those losses.

Gov. Jay Nixon made the announced Wednesday. That eligibility comes after the U.S. Department of Agriculture issued a natural disaster area designation on Aug. 18.

“The scope of this declaration by USDA demonstrates how the severe weather most of Missouri experienced earlier this spring and summer hit farmers especially hard,” Gov. Nixon said.

A disaster designation allows eligible farmers to be considered for assistance from the USDA Farm Service Agency (FSA), including FSA emergency loans. Affected farmers can contact their local FSA office for more information.

The counties where farmers will be eligible for assistance are Adair, Andrew, Atchison, Audrain, Barry, Barton, Bates, Benton, Bollinger, Boone, Buchanan, Caldwell, Callaway, Camden, Cape Girardeau, Carroll, Carter, Cass, Cedar, Chariton, Christian, Clark, Clay, Clinton, Cole, Cooper, Crawford, Dade, Dallas, Daviess, DeKalb, Dent, Douglas, Franklin, Gasconade, Gentry, Greene, Grundy, Harrison, Henry, Hickory, Holt, Howard, Howell, Iron, Jackson, Jasper, Jefferson, Johnson, Knox, Laclede, Lafayette, Lawrence, Lewis, Lincoln, Linn, Livingston, McDonald, Macon, Madison, Maries, Marion, Mercer, Miller, Moniteau, Monroe, Montgomery, Morgan, Newton, Nodaway, Oregon, Osage, Ozark, Perry, Pettis, Phelps, Pike, Platte, Polk, Pulaski, Putnam, Ralls, Randolph, Ray, Reynolds, St. Charles, St. Clair, St. Francois, St. Louis, Ste. On Aug. 12, 15 Missouri counties along the Mississippi River were included in a USDA disaster designation because of losses due to flooding since June 1. Those counties were Cape Girardeau, Clark, Jefferson, Lewis, Lincoln, Marion, Mississippi, Perry, Pike, Ralls, St. Charles, Ste. Genevieve, St. Louis and Scott, as well as St. Louis City.

State fatalities increase by 13 percent

fatal crashThe number of fatalities in Missouri has increased by 13 percent over last year after 16 lives were lost over the past weekend in traffic crashes.

According to the Missouri State Highway Patrol, 519 lives were reported lost this year in Missouri traffic crashes as of Aug. 17. Sixty-one percent of those killed were not wearing seat belts. The top causes of these fatalities were driver inattention, speeding, driving impaired and not wearing a seat belt.

The Missouri Department of Transportation is urging drivers to use caution when driving.

“Drivers must take personal responsibility for safety when they get behind the wheel of a vehicle,” says MoDOT Director of Highway Safety Bill Whitfield. “Fatalities are preventable, if drivers take proper measures to ensure their safety and the safety of others.”

Since 2006 Missouri has seen a downward trend in statewide fatalities. However, currently there is a 13 percent increase in fatalities over this time last year.

She was born April 23, 1926 to William and Marcia (Hailey) Gay in Whitesville, Missouri.
She attended Rosendale High School and graduated from Central High School. She then attended Platt-Gard Business College.
Norma married George I. Carr on March 2, 1946. He preceded her in death in June of 2003. She later married Marvin C. Webb on February 19, 2005. He preceded her in death in December of 2012.
She was a homemaker and worked at Whitaker Cable before retiring in 1986 after 20 years of service.
She was a member of Copeland Baptist Church where she sang in the choir and taught Sunday school for more than 20 years. She was also a member of the VFW Post #1668 Auxiliary Legion Post #169.
She was also preceded in death by her parents; daughter, Patricia A. (Carr) Young; granddaughter, Margaret L. Stevens; and brother, Walter D. Gay.
Survivors include her son, Larry E. Carr, St. Joseph Missouri; three grandchildren, Cindy M. Sanson (Jesse), Hamilton, Missouri, Jimmy L. Williams Jr. (LaDena), St. Joseph Missouri and Phyllis A. Sharp (Johnnie), Lenapah, Oklahoma; 13 great grandchildren; and 20 great-great grandchildren.

Sandy enjoyed traveling, going to Broadway shows, and spending time with her grandchildren. She was of the Catholic faith. Sandy was preceded in death by her parents, a son, Russell Dean Graham, sister Delores Ann Plummer, brother, R. Leon Plummer, sister in law and dearest friend, Sally Ashler, son in law James Kelly Williams, and a great grandson ZiDarius Warner. Indictment: suspects used FedEx to smuggle meth

USDOJ colorWICHITA, KAN. – Three people living in Wichita were indicted Tuesday on federal charges they used FedEx to smuggle a pound of crystal methamphetamine to Wichita.

U.S. Barry Grissom says Mario Murillo-Arteaga, 20, Marcela Acuna-Ramirez, 30, and Elisa Anchondo-Loya, 25, were charged with one count of possession with intent to distribute crystal meth.

In court documents, prosecutors alleged that on Aug. 11, 2015, agents of the Drug Enforcement Administration kept the three defendants under surveillance while FedEx delivered a parcel to an apartment at 2715 S. Topeka in Wichita. When no one answered the door, the driver left the parcel at the apartment complex office. After picking up the package, Murillo-Arteaga left in one vehicle and the two women left in another vehicle.

Police stopped the women’s car, where they found the parcel, which contained approximately a pound of crystal meth. When police stopped Murillo-Arteaga’s vehicle they found $2,000 in cash in the console. Investigators learned that the women were being paid $1,000 each to pick up the parcel for Murillo-Arteaga.

If convicted, the defendants face a penalty of not less than five years and not more than 40 years in federal prison and a fine up to $2 million. The Wichita Police Department and the DEA investigated. Special Assistant U.S. Attorney Michelle Jacobs is prosecuting.

Judge rejects death sentence for man who killed grandparents

ST. LOUIS (AP) — A federal judge has thrown out the death sentence for a man who stabbed his grandparents to death in their St. Louis-area home in 1996.

U.S. District Judge E. Richard Webber’s 189-page ruling benefiting 39-year-old David Barnett ordered the state to sentence arnett to life in prison without parole or to decide within 180 days whether to pursue another death sentence during a new hearing.

Barnett killed Clifford Barnett and Leona Barnett after they returned from a post-church brunch.

He confessed to police the next day, and jurors later convicted him of first-degree murder.

Webber ruled that Barnett’s trial attorneys didn’t adequately investigate and present mitigating evidence relating to Barnett’s dysfunctional background.

A painting put up for auction on eBay by the St Joseph School District prompted a bid of $5,000 as the auction concluded shortly after 6am Wednesday.  The district will more than triple the money paid for the controversial artwork.

The Web site shows 38 bids.

The high bid was $5,000.  That’s more than three times the amount paid.  It also matches the predictions of several folks in St Joseph.

The painting was included among the school district’s former Chief Operating Officer Rick Hartigan’s new furnishings for his office.  That didn’t sit well with the State Auditor’s Office, which suggested the purchase “appeared unreasonable.”

The description supplied for the auction notes that if you’re the buyer you will get “more than just a Thomas Kinkade painting, you are also purchasing a piece of St. Joseph, MO history.”

“Originally purchased for executive office decoration, the painting was identified in the 2015 Missouri State Audit Report as an item that “appears unreasonable and/or does not appear to benefit the school district.”  Proceeds from the sale of this painting will go to the St. Joseph School District. – Certificate of Limitation & Authenticity along with descriptive owner’s manual included.”

Buchanan County may end contract for medical examiner

Buchanan County may appoint its own medical examiner instead of contracting through Mosaic Life Care for one.

Presiding Commissioner Harry Roberts says the county would only make the change if it would save money without reducing service.  “One would say, well how could you do it in house for less?  Well, if we’re subcontracting, we have one other person in the middle,”  Roberts said.

Roberts says spending on the medical examiner contract this year is over budget. He says that could be because of an increase this year in the number of deaths requiring the services of a medical examiner. But, he says the commissioners want to make sure that in years like this, spending for the medical examiner doesn’t get out of hand.

Roberts says the commissioners have been studying this for some time and should make a decision within a couple of weeks.

Reward offered for truck and trailer stolen in Cameron

The reward has been increased in the search for a pickup and trailer stolen from in front of two business in Cameron.

The Cameron Police Department said a pickup was stolen Wednesday around 12:30 a.m. at Bailey’s Auto Repair Shop located at 921 W. Grand Ave in Cameron. A short time later a trailer was taken from the parking lot of Vision Audio located at 1008 W. Grand Ave. in Cameron.

The truck is an F250 with Missouri Plates 9KP912. It has damage to the passenger rear panel.

The trailer is 30′ long. At one point in time it was decaled but the decals were removed. However, police said you may still be able to see the silhouette from the old decals.

(Update) Murder suspect returns to court to face upgraded charges

An Elwood, Kansas woman appeared before a Buchanan County judge Tuesday on upgraded charges after refusing a plea bargain last week. A preliminary hearing is scheduled September 11 for Kelli Hoard.

Associate Judge Keith Marquart also scheduled a counsel status hearing September 4. Ms Hoard told the judge she would apply for a court-appointed lawyer.

Hoard was originally charged with second-degree murder in connection with the stabbing death of Richard Berry.

Officials say she rejected a plea bargain offered by prosecutors on lessor charges last week. Prosecuting Attorney Dwight Scroggins filed the new complaint on Friday. It includes charges of first-degree murder, armed criminal action and abandonment of a corpse.

Investigators believe the stabbing happened during an attempted drug theft in April. Mr Berry’s body was found in the Third Fork of the Platte River.

Two men were also charged with the homicide. Primalton Peterson is due in court for a trial setting later this week. Sean Liechti is due back in court next month.

Ms Hoard remains behind bars, unable to post $250,000 bail.
