Six people indicted in meth conspiracy with ties to St. Joseph

wpid-buchanan-county-drug-strike-force1.jpgSix people have been indicted by a federal grand jury for roles in a conspiracy to distribute large amounts of methamphetamine after authorities made an arrest in St. Joseph.

Michael Ryan Nevatt, 26, Kara Rene Baze, 23, and Scott Bryan Sands, 51, all of Springfield, Mo., Kenneth Bryant Lake, 55, of Strafford, Mo., Jerry Lee Brown, 43, of Lebanon, Mo., and Travis Lee Bethel, 45, of Urbana, Mo., were charged in an indictment returned under seal by a federal grand jury in Kansas City, Mo., on Thursday, April 21, 2016. That indictment was unsealed and made public Monday upon the arrests and initial court appearances of Sands and Bethel. The indictment replaces a federal criminal complaint that was filed against Nevatt, who is already in federal custody, on March 30, 2016.

The federal indictment alleges that Nevatt, Baze, Sands, Lake, Brown and Bethel participated in a conspiracy to distribute methamphetamine from Jan. 1, 2013, to April 21, 2016.

According to the affidavit filed in support of the original criminal complaint, a cooperating defendant was arrested by Buchanan County, Mo., sheriff’s deputies in St. Joseph, Mo., on July 20, 2015. The cooperating defendant, who was in possession of approximately 500 grams of methamphetamine and $5,000, allegedly identified Nevatt as his source. The cooperating defendant also told investigators that s/he accompanied Nevatt to Dallas, Texas, on multiple occasions to obtain multiple-pound quantities of methamphetamine, which was then transported back to Missouri for distribution.

According to the affidavit, Nevatt was the middle man between Mexican methamphetamine suppliers and southern Missouri distributors Lake and Brown. A second confidential informant told investigators that s/he had traveled to Dallas, Texas, with Nevatt to pick up pound levels of methamphetamine approximately 20 to 30 times between October 2014 and July 2015. The methamphetamine allegedly was transported back to Springfield for distribution.

According to the affidavit, Lake told investigators that he was the “safe house” and received a percentage for keeping the money safe until he delivered it to Nevatt at a Springfield hotel. Nevatt would then deliver the money to the Mexican suppliers.

Springfield investigators conducted a traffic stop on Nevatt’s motorcycle on July 29, 2015. During an inventory of the motorcycle saddle bags, the affidavit says, officers recovered approximately $66,000. This allegedly was money Nevatt owed to the Mexican suppliers.

On Aug. 28, 2015, officers executed a search warrant at Nevatt’s hotel room in Springfield and recovered methamphetamine and more than $100,000. Baze and Lake were in the hotel room at the time of the search. When Nevatt arrived at the hotel, officers approached him and he fled in his vehicle but was taken into custody.

On March 29, 2016, Nevatt was arrested following a traffic stop conducted by the Missouri State Highway Patrol in Webster County, Mo. Troopers seized approximately $39,000 that had been rolled up and wrapped in rubber bands in a plastic shopping bag. A dog alerted on the bag for the odor of controlled substances.

The indictment also contains a forfeiture allegation, which would require the defendants to forfeit to the government any property derived from the proceeds of the alleged offense, including a money judgment of $530,000. According to the indictment, this represents the amount received in exchange for the unlawful distribution of methamphetamine based on a conservative average street price of $1,000 per ounce and the total conspiracy distribution of at least 15 kilograms of methamphetamine.

Dickinson cautioned that the charges contained in this indictment are simply accusations, and not evidence of guilt. Evidence supporting the charges must be presented to a federal trial jury, whose duty is to determine guilt or innocence.

This case is being prosecuted by Assistant U.S. Attorney Bruce Rhoades. It was investigated by the Buchanan County Drug Strike Force, the Buchanan County, Mo., Sheriff’s Department, the Springfield, Mo., Police Department, the Lake Area Narcotics Enforcement Group, the U.S. Postal Inspection Service and the Drug Enforcement Administration.

Ground breaking to be held on intercharge for St. Joseph AgExpo Center

Officials are gearing up to break ground on a new highway interchange that will be built on US Highway 36 for the new Agri-Business Expo Center and nearby businesses.

A groundbreaking is schedule for Friday, May 6th at 10 a.m. at 5917 Corporate Dr. in St. Joseph.

The Missouri Department of Transportation Cost Share/Economic Development Committee awarded up to $4.9 million to the Agri-Business Expo Center to design and construct a diamond interchange.

The exit will be located about one mile east of the Riverside Road/Route AC interchange on U.S. Highway 36.

“We’ve worked hard and made a lot of progress but this is actual outward progress that the community can see,” said Patti Long, Dir. of Development for the Expo Center.

As we previously reported, the interchange will serve as a private road that will lead south to Pickett Road, through the Agri-Business Expo Center’s 150-acre campus. To the north, the road is expected to eventually connect to the Mitchell Woods Business Park.

Plans to construct the Expo Center itself are still in the works.

“As they interchange is happening we’re going to start work on our infrastructure,” Long said. “Right now there’s ground, there’s no utilities running through it.  Our idea is to start working on the infrastructure as the interstate is being built so we can be ready on our end for when the interchange is done.”

Missouri Director of Agriculture Richard Fordyce is expected to speak at the ground breaking for the interchange.  Long said other officials from the Buchanan County Commissioner’s office, St. Joseph Chamber of Commerce, Missouri Department of Transportation and a representative from Senator Claire McCaskill’s office as well as others are expected to attend.

 

Chase that crossed county lines ends with crash in Buchanan County

police lights featureAuthorities said a pursuit which started in Clinton County ended in a crash in Buchanan County Tuesday night.

Sgt. Jake Angle with the Missouri State Highway Patrol said around 11:30 p.m. Clinton County deputies tried to stop a vehicle for speeding on MO-116.

“They requested our assistance for pursuit of the vehicle westbound on MO-116,” Angle said. “Somewhere in the area of Lathrop.”

Angle said law enforcement officials were able to deploy two sets of spike strips during the chase that the vehicle struck but the pursuit continued on 116. A MSHP crash report said a 2016 Volkswagen Jetta crashed around 11:53 p.m. in Buchanan County when the driver was unable to negotiate a curve, ran off the south side of the roadway and hit a ditch about 1.5 miles north of Dearborn.

24-year-old Spencer Jaccob, the driver of the Jetta was reportedly transported to Mosaic Life Care for treatment of minor injuries.

Angle said it was later determined that both the vehicle and license plates were stolen out of Kansas.  He said the case is being investigated by the Clinton County Sheriff’s Office.

The Buchanan County Sheriff’s Department and Dearborn Fire were also involved in the case.

The investigation continues.

Missouri governor candidate makes stop in St. Joseph

One of the four candidates running for the Republican nomination in August for the Missouri governor’s seat made a stop in St. Joseph Tuesday.

John Brunner presented at the Benton Club in downtown St. Joseph Monday morning.

Brunner said he feels his experience as a businessman would be a huge asset to the state.

“I’m a businessman running for governor to bring jobs back to Missouri,” Brunner said. “I’m an entrepreneur.  I’ve brought billions of dollars back to Missouri and created thousands of jobs that last a lifetime and that’s why I’m running for governor.  To get these jobs back to the state.”

Brunner will face three other Republican candidates who have declared their intentions to run in the Aug. 2nd Primary Election.  Eric Greitens a former Navy Seal and a CEO, Catherine Hanaway the former speakers of the Missouri House and Peter Kinder, Missouri’s Lt. Governor.

Democratic Gov. Jay Nixon is barred from seeking re-election due to term limits.

Woman charged in I-229 pedestrian death

A 24-year-old woman has been charged in connection with the death of Corbin Watts Sunday on I-229 in St. Joseph.

Jacey Grom was charged Friday in Buchanan County with a felony for first-degree involuntary manslaughter.  Court documents accuse Grom of driving while under the influence of alcohol causing the death of Watts by striking him with a vehicle driving in excess of the 55 mph posted speed limit.

“Grom crashed her vehicle into the east side concrete barrier.  At that time, Grom also struck a pedestrian who was walking near the east side concrete barrier,” said Officer Chris McBane with the St. Joseph Police Dept. “Grom continued driving and crashed into the west side concrete barrier.  The pedestrian was thrown from the vehicle and pronounced dead at the scene.”grom pros

McBane said Grom fled the scene on foot walking northbound on I-229.

“Grom admitting drinking alcohol and had bloodshot watery eyes,” McBane said. “Grom provided a breath sample at the law enforcement station of .134.”

The prosecutor’s office said felony class b involuntary manslaughter carries a penalty of 5-15 years imprisonment without the possibility of parole until after 85% of any sentence ordered has been served.

Her bond has been denied.

Two charged after high-speed chase in Andrew County

Two St. Joseph men have been charged after a high-speed pursuit Tuesday in Andrew County.

Travis Stout is charged with felonies for possession and tampering with physical evidence in felony prosecution and a misdemeanor for unlawful use of drug paraphernalia.  William Duncan is charged with a felony for resisting arrest and 10 misdemeanor charges including numerous traffic violations.

According to court documents, Investigator Grant Gillett with the Andrew County Sheriff’s Department said the Buchanan County Drug Strike Force requested assistance in stopping a vehicle that had a suspect inside that allegedly ran from the Strike Force a week earlier.

“Investigator Hewitt stated that the vehicle was sitting on the lot of Jessie’s Last Stop at 71 and I-29,” Gillett said. “With four occupants inside the vehicle.”

Just before 3 p.m. Tuesday, Gillett said the red Pontiac pulled out of the gas station parking lot onto 71 Highway then onto the ramp of I-29 northbound and failed to use the left turn signal.

“I attempted to stop the vehicle, with my emergency lights.  The vehicle slowed onto the right shoulder of the ramp, then drove away from the stop at a high rate of speed,” Gillett said. “I then activated my emergency siren and advised dispatch I was pursuing.”

He said the chase reached speeds at 110 miles per hour on I-29.

The rear passenger, identified in court documents as Stout allegedly threw items out of the window during the pursuit.  A syringe which tested positive for methamphetamines was recovered by authorities.

Gillett said the chase went onto State Route T, almost hit another vehicle that had the right of way and then onto several county roads, through the main street of Amazonia, back onto State Route T then turned into a private driveway on State Route K where the vehicle then hit concrete and an old fence.

“All the occupants in the vehicle attempted to flee on foot,” Gillett said. “All that time a white female was getting out of the rear of the driver’s side of the suspect vehicle and I pushed her to the ground and the driver was attempted to open his door.  I Pulled my duty weapon out and pushed the driver’s door shut and told the driver and the other occupants to get their hands up.”

Gillett said several other officers arrived to assist.

Duncan is being held in the Andrew County Jail without bail, Stout is being held on $30,000 bail.

 

Miller found guilty in child’s death

A St. Joseph man has been found guilty in connection with the death of a 1-year-old.

A three day bench trial ended Wednesday with Roy Miller being found guilty of felony abuse of a child resulting in death.

Carter Lizar died after an incident inside a mobile home on Monterey Street in August of 2015.  The child suffered from numerous bruises on the head and neck when paramedics transported him to the hospital.  He died at Children’s Mercy Hospital a few days later on his first birthday.

Carter’s mother, Sasha Lizar pleaded guilty last year to endangering the welfare of a child and was sentenced to serve seven years in prison.

Bond for Miller has been increased to $250,000.  He is scheduled for a sentencing hearing for May 18th at 1:30 p.m.

Three people were taken to the hospital with minor injuries after a crash Friday shutdown the S. Belt.

A two vehicle accident in front of the S. Belt Walmart around 2 p.m. caused the St. Joseph Police Department to shut down both north and south bound lanes from Pear to Pickett. Northbound lanes were quickly reopened but southbound lanes were kept closed until emergency crews cleared the scene around 2:30 p.m.

Officer Derek Garver with the St. Joseph Police Department said a Ford Focus was traveling northbound towards Walmart and Ford F-250 was southbound.  Garver said the Focus failed to yield to the F-250 and crashed at the intersection.

He said three people were taken to Mosaic Life Care for treatment of nonlife-threatening injuries.

Police are still investigating the cause of the crash.

St. Louis Mayor Francis Slay won’t seek re-election in 2017

ST. LOUIS (AP) — St. Louis Mayor Francis Slay says he won’t seek re-election in 2017.

The Democratic mayor made the announcement Friday during a brief news conference at city hall. He didn’t give a reason but said it wasn’t health related. Slay didn’t rule out seeking another office but didn’t provide any details.

Slay is 61 and was first elected in 2001. He is the longest-serving mayor in the city’s history.

The surprising announcement came after two significant victories for the mayor in recent days. The director of the National Geospatial-Intelligence Agency announced last week that St. Louis is the preferred site for a new office that will keep 3,000 jobs in the city. This week, city voters approved a measure that will retain the city’s earning tax.

Man accused of setting his ex-girlfriend’s house on fire

DARTON,KHAYREEA man has been charged with arson after a fire in Midtown Thursday displaced a family of four.

Khayree Darton, 36 is charged in Buchanan County with a felony for second degree arson stemming from an incident that took place Thursday in the 1600 block of S 17th St.

According to court documents, a little after midnight Darton is accused of intentionally setting fire to the home after his girlfriend broke-up with him.

“Told Darton she did not want to be in a relationship with him and started to leave the residence when Darton wanted her to stay,” said Officer Eric Powell with the St. Joseph Police Dept. “As (she) was leaving Darton said ‘that’s why I caught your house on fire.'”

Powell said the woman left the residence and returned about seven minutes later to find the house engulfed in flames.

“The defendant and victim have been in a relationship approximately two years and ongoing domestic assault issues.  The defendant has previous convictions reference domestic assault. The defendant committed arson and destroyed the victims home with no regard for her safety,” Powell said. “No regard for the safety of the neighbors.”

As we previously reported, fire caused extensive damage and displaced a family of four Thursday morning.  The family was found safely evacuated.

Court documents said Darton is from Louisiana and is currently unemployed.

Darton is being held without bail.  An arraignment is set forTuesday
