Election authorities prepare for Missouri’s primary election

Voting-Booths-300x200(Missourinet) – Local election officials are making final preparations for Tuesday’s primary election. Stephanie Fleming with the Secretary of State’s office encourages Missourians to plan ahead before going to the polls.

“Traffic at polling places varies depending on the time of day. Obviously, there are some times, like after 5 o’ clock, the after work crowd, you can anticipate polls being a little busier then and maybe even over the lunch break,” says Fleming.

Polls will be open Tuesday from 6 a.m. to 7 p.m.

“What’s really critical is to know that if you’re are in line by 7 p.m., you are entitled to cast a ballot. So it’s just important that you get to your polling place by 7 p.m.,” says Fleming.

Fleming says voting requirements have not changed for Tuesday’s primary election.

“Voters can use those voter cards they receive from their local election authority, they can use a utility bill, they can use a bank statement, you can also use your driver’s license or a student ID from any Missouri institute of higher education,” says Fleming.

A ballot issue that will be in November’s general election will ask Missourians if they want voting requirements to change.

Local election authorities project about 1.2 million Missourians, or 31%, to vote in Tuesday’s primary election.  Buchanan County Clerk Mary Baack-Garvey is predicting a turnout of around 28%.

vote(Missourinet) – Missouri’s local election authorities predict a 31% voter turnout in Tuesday’s primary election. If that estimate is met, more than 1.2 million Missourians will vote that day. Stephanie Fleming with the Secretary of State’s office says the projection is an increase from the August 2014 primary election turnout.

“Turnout tends to be depressed in primary elections. Obviously, general elections in November have higher turnout but particularly in a presidential election year. The actual turnout for the 2014 August primary election was just under 25%, but that’s a mid-term year. With a presidential election year, we hope to see more voters at the polls,” Fleming said.

Election authorities base their predictions on factors like past turnout, contentious races and ballot issues.

“The turnout that really matters is the actual turnout, the number of voters who show up to the polls on Election Day. We would obviously love to see that 31% blown out of the water,” Fleming said.

In Buchanan County, Clerk Mary Baack-Garvey is predicting a turnout of around 28%. She said the average is usually around 26%.

Judge throws out conspiracy charge in Brandon Ellingson death lawsuit

(Missourinet) – A federal judge in Kansas City has thrown out part of a lawsuit in the death of an Iowan at a Missouri Lake.

The judge dismissed charges that the commanders with the Missouri State Highway Patrol conspired to cover up evidence in the death of 20-year-old Brandon Ellingson from Clive. The judge says the family failed to prove the conspiracy after Ellingson drowned when he fell from a patrol boat at the Lake of the Ozarks two years ago. Elingson was handcuffed and his life jacket came off.

One civil charge remains against the state of Missouri and several against Trooper Anthony Piercy, who was driving the boat. The case is scheduled to go to trial in October.

Completion of bridge project in Jefferson City to be delayed

(Missourinet) – The Missouri Transportation Department says the Missouri River Bridge project in Jefferson City will take longer than expected.

The plan to repaint the westbound span is being delayed because crews are finding structural problems which have to be addressed. In the process of blasting away the old paint, its being discovered rust has had a greater impact on the steel than originally expected.

David Sylvester with MoDOT contends it’s impossible to know what damage has occurred until the original paint’s been removed.

“Our folk are actually learning as we’re going through this” said Sylvester. “(They’re saying) ’OK, we saw something like that a little while ago, and we took it off and it looked pretty bad. This is probably going to be another one of those also’. So as we’re going through, our folks are actually learning and seeing what might be under there and trying to anticipate”. Sylvester says the additional knowledge is helping crews as they make repairs to the bridge.

MoDOT has decided to do the extra work now as a preventative measure. Officials contend it’s better to get it done while the bridge is being repainted, rather than waiting 10-15 more years when the structure could need to be completely rebuilt.

Sylvester says a total rebuild would cost the state $100 million. The current project is estimated to run $500,000 over the original budget of $7 million.

The three-lane westbound structure was built in 1955, while the newer westbound bridge was constructed in the late 1980’s, opening in 1990.

Extra money was required to duplicate the original “signature” truss bridge. MoDOT officials says the additional expense probably would be prohibitively high today, and duplication of the original bridge would be scrapped if it were to be built from scratch today.

Sylvester estimates the westbound side, which was initially targeted to reopen at the end of August will now be delayed until mid-October.

The structure carries 28,000 vehicles a day. That traffic is now being crammed into fewer lanes on the eastbound bridge.

State audit: many citizens incorrectly charged by Missouri’s municipal courts

(Missourinet) – More than $316,000 in fees were incorrectly charged to citizens by several of Missouri’s municipal courts, according to a state Auditor’s report. Auditor Nicole Galloway says it’s up to local courts whether customers overcharged will be repaid.

“Because of our audits, moving forward, these entities have stopped charging these fees, as they should,” says Galloway. “Oftentimes, this is money that citizens are never going to get back.”

Courts mischarged for things like warrants, bonds and booking fees.

Galloway says the audit of records from 2014 to last month found several local municipalities and courts also miscalculated how much they owe the state for traffic ticket revenue.

“In many cases in these municipal court audits, where the calculations were very wrong, they were not tracking their minor court fees or tracking their revenue correctly. We could see that the formula they were using was wrong, but we couldn’t get to a bottom number of what it should be,” says Galloway.

From collecting improper fees to keeping incomplete court records, Galloway says the practices that impede court efficiencies and, in some cases, violate state law.

Missouri committee begins work to trim state’s costs of prescription aid

drugs pills prescription(Missourinet) – Senator David Sater (R-Cassville) says the state’s cost to provide prescription drugs to those on Medicaid increased more than $300 million in 2015. A Senate interim committee chaired by Sater begins Wednesday looking for ways to save the state money on pharmaceuticals provided to Missourians receiving benefits through the MO HealthNet program.

“The problem is the tremendous increase in costs for the Missouri HealthNet program for prescription drugs. It’s unsustainable,” says Sater. “We can’t continue to go down this line every year and expect it to go up 10-15% when we’re talking about millions and millions of dollars.”

Sater, who’s a licensed pharmacist, says the number one goal is to make sure patients are being taken care of.

“We want to make sure the patients get the very best drugs for their health concerns. They deserve just as good of medication,” says Sater. “We are all equal in God’s eyes and should receive the proper care. I’m not going to make any recommendations that will lessen the level of care. I think we can make some wiser decisions on some of the drugs that are being prescribed.”

The panel is charged with making recommendations to the legislature before it convenes in January.

The committee’s public hearing will be Wednesday at 1 p.m. at the state capitol.

(Missourinet) – Democratic Presidential nominee Hillary Clinton’s Vice Presidential pick is being praised by a former Mizzou football star from St. Joseph, who’s running for a Missouri House seat.

Martin Rucker, a St. Joseph native, is a Clinton delegate at the Democratic National Convention in Philadelphia. He’s also running for the Missouri House, in the Kansas City area. Rucker said he is excited about Clinton’s decision naming Virginia Senator Tim Kaine as her running mate.

“A Rockhurst guy, a Mizzou guy, I think he’ll help her (Clinton) in the state of Missouri and he’ll be a great Vice President,” Rucker said.

Senator Kaine will speak at the Convention Wednesday evening. He graduated from Mizzou in 1979. Rucker, a former All-American tight end, said Kaine brings “a sense of unity.”

“You know that’s what the Democratic Party is, is we’re a party of inclusion, we’re a party that accepts everyone, we’re a party of unity,” Rucker said. “It’s not about hate, it’s not about bigotry, it’s not about kicking people out and all of that. It’s about bringing everyone who’s here together and making everything work for all of us.”

Rucker played at Mizzou from 2004 to 2007. His father, Martin Rucker Sr., served in the Missouri House.

Missouri Conservation Department: It will take years to control feral hogs

(Missourinet) – The Missouri Department of Conservation says about 3,000 feral hogs have been eradicated this year.

Conservation Department Deputy Director Aaron Jeffries told the Missouri House Appropriations Committee on Agriculture, Conservation and Natural Resources on Thursday that Conservation is working with agriculture groups.

“Two weeks ago, our ag liaison went down to southeast Missouri with several folks from the ag community, from ag groups as well as conservation groups, the folks that actually provided funds to buy the new traps,” Jeffries said. “They went down and saw the traps in action.”

Jeffries says they caught 12 hogs that day. Jeffries says blood samples from the hogs were taken to test for disease.

The Conservation Department says it will take years to control feral hogs. State Rep. Craig Redmon (R-Canton), who chairs the Committee, asked Jeffries about the issue during the hearing.

“Representative, this is a long-term battle,” Jeffries said. “In any case of an invasive species when it’s out on the landscape, it’s going to take years to control.”

Jeffries says Conservation is also working with private landowners.
