Rebuilding continues five years after Joplin tornado

(Missourinet) – On May 22, 2011, an EF-5 tornado ripped through Joplin, killing 161 people. Some of those killed were Joplin high school seniors, who had tossed their graduation caps about an hour before the storm hit.

The one-mile wide tornado hit central Joplin at 5:41 p.m. where 531 businesses were shattered. About 7,500 houses, apartments and duplexes were also in the path of the storm. The destruction displaced nearly 20,000 people.

Joplin is a city of about 50,000 people. During a workday, that number swells to about 250,000 people. Joplin is a regional business hub according to Kirstie Smith with the Joplin Chamber of Commerce. She says losing that many businesses could have crippled the community.

“It really could have been the beginning of the end for a community of our size. We certainly lost an awful lot in less than 30 minutes time,” said Smith. “However, this community, the Midwest in general, our neighbors close to us, there’s an amazing spirit here in this part of the country. Amazing. No sooner had the tornado finished on its path, did we have folks out clearing debris, looking for loved ones, trying to salvage things, helping transport the injured to temporary facilities for hospital care. It’s not how anyone would want it to happen, but you truly saw the best in people at the worst of times.”

Smith says the aftermath of the storm was described by some as looking like a war zone.

People rolled up their sleeves and by the end of the summer, all debris had been removed. The rebuilding effort began.

Five years later most of those businesses that were destroyed have been rebuilt. The Chamber of Commerce set a goal of rebuilding 500 businesses and creating 500 new ones.

“Looking back at news stories or videos, I was a little taken aback. You forget how bad it really was. Today, we are doing great. Our businesses are thriving. We are plus 300 businesses from where we were pre-tornado, our population is good, homes have been rebuilt.”

Several events are planned for this weekend in Joplin to mark the five year anniversary of the storm, and the rebuilding effort that followed.

Senate passes Blunt’s amendment to help fight Zika virus

Blunt(Missourinet) – The U.S. Senate has passed Missouri Senator Roy Blunt’s amendment that would provide 1.1 billion dollars in emergency funding to help fight the Zika virus.

“There is no vaccine, there is no simply diagnostic test, there is no way to treat the virus once you get infected so communities really don’t have very many options,” Blunt said.

The virus can be transmitted sexually and by infected mosquitoes. Some mothers who had Zika while pregnant have also given birth to babies with serious brain birth defects.

The House and Senate are expected to work on a compromise after President Obama promised to veto a 622-million dollar Zika related bill passed in the House.

Arkansas deer disease findings prompt Missouri to increase sample collecting

(Missourinet) – The discovery this spring of 86 cases of chronic wasting disease (CWD) in northern Arkansas has led the Missouri Department of Conservation (MDC) to increase sample collection for testing of the disease.

CWD is a disease that is spread from deer to deer and is fatal to all deer it infects. This neurological disease infects only deer and other members of the cervid family by causing degeneration of brain tissue.

As has been MDC’s procedure since Missouri’s first positive CWD case was confirmed in 2010, the agency has increased sample collecting and surveillance around areas where the disease has been found. A focus area of 50 miles from Arkansas’ CWD positive tests has been established. This consists of the Missouri counties of Barry, Christian, Douglas, Ozark, Stone and Taney. Since mid-spring, MDC staff has increased efforts in these counties to collect samples from sick and road-killed deer to test for CWD.

The current effort represents sample collecting of a greater magnitude in southern Missouri, but this isn’t the first time samples have been collected in this part of the state. Since 2002, it has periodically intensified sample collection in some parts of Missouri, either on a rotational basis to make sure all parts of the state are being tested or because the detection of a positive case has warranted increased focus on a particular area.

MDC’s current statewide surveillance (“statewide” being defined as meaning outside of counties that have already been established as CWD Management Zone focus counties) concentrates on one-half of the state each year. For the 2015-2016 deer hunting seasons, MDC’s focus was on southern Missouri. Most of these samples came from hunter-harvested deer and were collected by cooperating taxidermists.

To date, more than 51,000 deer have been tested for CWD in Missouri. A total of 27 cases of the disease have been confirmed in the state. These have been found in the northeast, central and east-central portions of the state. At present, no animals collected from southern Missouri have tested positive for CWD.

MDC is maintaining close contact with Arkansas Game and Fish personnel to monitor findings and collaboratively interpret what this means for Missouri.

Northwest Missouri man sets record for river carpsucker

(Missourinet) – Jonathon Randall of Conception Junction holds the state record for largest river carpsucker. The fish weighed 11-pounds, 2-ounces with a length of 25 1/2 inches and a girth of 20 1/2 inches. Missouri Department of Conservation staff verified the record-weight fish using a certified scale in Gladstone.

Randall shot the carpsucker with a bow and arrow in about two feet of water on Smithville Lake on April 23.

“As soon as I pulled the fish out of the water I knew it was bigger than the river carpsucker I shot last year,” said Randall. “I just couldn’t believe how big it was.”

Randall broke his previous state record set in 2015 with this fish by almost two pounds. This fish was also certified by the Bowfishing Association of America as a world record for the largest river carpsucker ever taken by bowfishing.

“I really just can’t believe it! I shot this fish literally about 20-yards from last year’s state-record river carpsucker,” he said. “I’m still in shock that this happened. I have a new state-record fish, but also I now have a world record.”

According to the Missouri Department of Conservation, Randall’s fish is the 11th state-record fish this year. Anglers are on track to break more records this year than ever.

“2016 is shaping up to be a year for state-record fish,” said MDC Fisheries Programs Specialist Andrew Branson. “The most state-record fish caught in a year was 19 and we are definitely on track to break that this year. Conservation makes Missouri a great place to fish and it shows with all the big fish anglers are catching this year.”

Missouri state-record fish are recognized in two categories: pole-and-line and alternative methods. Alternative methods include: throwlines, trotlines, limb lines, bank lines, jug lines, spearfishing, snagging, snaring, gigging, grabbing, archery, and atlatl.

Missouri House votes to override veto of ‘paycheck protection/deception’ bill

The Missouri House has voted to override Governor Jay Nixon’s veto of a bill called “paycheck protection” by supporters, and “paycheck deception” by opponents.

The measure, HB 1891, now goes to the Senate where it is believed there are enough votes there to complete the override.

The legislation would require annual permission from a public union employee before union dues and fees could be deducted from his or her pay. The House needed 109 votes for an override and there were exactly 109, against 47 “no” votes and 6 members absent.

Three representatives who voted “no” when the House passed the bill in March switched to “yes” votes in Wednesday’s override vote: Nick King (R-Liberty), Mike Leara (R-St. Louis), and Don Hicks (R-St. Peters).

Nixon, in his veto message, said the bill would impose an additional and unnecessary process on public employees such as teachers and mental health caregivers, for the purposes of hindering their Constitutionally-guaranteed right to organize and bargain collectively.

Nixon signs FY2017 Missouri higher education budget

Jay-Nixon-02-11-2015-207x300(Missourinet) – Governor Jay Nixon (D) has signed House Bill 2003, the Fiscal Year 2017 budget for higher education. He says the budget will freeze tuition for Missouri undergraduates for the 2016-2017 school year. The budget also provides an additional $71.3 million for higher education in Missouri, including scholarships and institutional operating funds.

Nixon says this will bring state support for operations at Missouri public colleges and universities to the highest level on record.

“Today, I am very proud to mark another milestone for higher education in Missouri and our shared commitment to putting a quality, affordable college degree within reach for more Missouri families,” said Nixon. “Making higher education better and more affordable was one of the five principal goals I laid out when I first took office in 2009 and today we continue to deliver on that commitment with significant investments in our higher education campuses and another tuition freeze for Missouri undergraduates.”

The FY2017 budget also answers the Governor’s call to increase funding for Missouri’s scholarship programs, including an additional $4 million for Access Missouri, an additional $2.5 million for A+ Scholarships, and $500,000 for Bright Flight.

For Missouri State University in Springfield, the budget includes an increase of $3,651,550 in performance funding. The budget also provides a $2 million increase to allow MSU and Missouri S&T to expand their cooperative engineering program to an additional 150 students, from the current enrollment of 200.

According to the most recent data available from the College Board, tuition and required fees at Missouri’s public universities increased by just 9% between 2008-09 and 2015-2016, the smallest increase in the nation. By comparison, the average increase nationally over the same period was 33.5%.

Missouri House proposes expansion of concealed carry, castle doctrine

gun(Missourinet) – The state House has proposed letting Missourians who can legally own guns carry them concealed anywhere they can now openly carry, and do so without a permit.

The bill is sponsored by Representative Eric Burlison (R-Springfield).

“If you, as a law-abiding citizen, are legally allowed to own and carry a firearm for self-defense, then you’re legally allowed to carry that firearm for self-defense with no additional paperwork,” said Burlison. “We will get out of the business of trying to tell people how they are going to choose to carry the firearm that they legally have the right to already carry.”

Critics including Representative Stacey Newman (D-St. Louis) said law enforcement wants people carrying concealed weapons to have to meet the requirements of the permit system.

“They want to know that someone who’s got a conceal and carry permit actually has had some type of training,” said Newman, who said many gun owners and National Rifle Association members oppose the proposed policy.

Other provisions in the bill would allow people who are guests in a home to use deadly force to defend themselves and others in that home, with the permission of the home’s owner; and would bar businesses from keeping people from lawfully having a gun in a vehicle on their premises.

The proposal goes to the state Senate.
