Ramp closure planned for I-29 and Frederick

ST. JOSEPH, Mo. – A resurfacing project on Route 6 (Frederick Avenue) will close all Interstate 29 ramps at the Exit 47 interchange tonight. Contractor crews, working with the Missouri Department of Transportation, will close the ramps for both northbound and southbound traffic at approximately 7 p.m. tonight, Wednesday, Aug. 2. The ramps will reopen at approximately 7 a.m. Thursday, Aug. 3. Frederick Avenue will remain open during this portion of the resurfacing project, but no access from Frederick Avenue to I-29 or from I-29 to Frederick Avenue will be allowed during this time period. Motorists will need to use an alternate route during the closures.

The contractor anticipates only one night will be necessary to complete the work, however should complications arise, the closure could be extended another night.

All work is weather permitting and subject to change.

State Supreme Court issues opinion in St. Louis Rams tax dispute

(Missourinet) – The Missouri Supreme Court has issued a decision, which could mean the St. Louis Rams will have to pay the state thousands of dollars.

The Supreme Court’s Tuesday decision found that the Administrative Hearing Commission erred when they determined that the Rams did not have to pay sales tax on the entertainment license tax (ELC) they collected from ticket purchasers from 2007 to 2013.

The case has been remanded, which means it’s being sent back.

The Missouri Attorney General’s office says that from 2010 to 2013, the Rams did not collect or remit sales tax on personal seat license (PSL) sales.

The Missouri Supreme Court heard oral arguments in the complicated tax dispute in March.

The state Department of Revenue argued before the high court that the Rams should pay the state $352,000. The Rams challenged that and requested a $410,000 refund.

The Missouri Supreme Court’s 6-0 ruling means the case is going back to the Administrative Hearing Commission.

The Rams sold tickets to NFL games played at the Edward Jones Dome, before the team moved to Los Angeles before the 2016 season.

Man arrested after float trip results in Platte River search

The Buchanan County Sheriff’s Office has taken a man into custody after a float trip resulted in an overnight search of the Platte River.

Sheriff Bill Puett said around 10:30 p.m. Monday deputies responded to the area of East/Saxton road at the Platte River after a man reported that he had been rafting with a friend down the river and had not seen his friend in over an hour. Puett said the man feared his friend may have drowned.

“They had bought two rafts and were floating down the river from Mitchell road,” Puett said. “One of the rafts had sprung a leak and that individual got out and he was the one waiting for his friend.”

Deputies searched the Platte River as well as roadways in the area throughout the night. Puett said around 4:30 a.m. Tuesday the missing man, identified as Eugene Shaw, 45 of Kansas City was found near SE 85th Road and 36 Highway. Puett said authorities determined Shaw had hid from authorities all night due to an outstanding parole violation warrant. Shaw was taken into custody and is currently being held in the Buchanan County Jail.

“For an individual who is just not wanting to go back to jail for an outstanding warrant that is completely out of bounds. He put a lot of people at risk. Also, all of those resources are then diverted for other calls for service for things we might need them for,” Puett said. “We respond in force when there’s a water rescue and things like that. When people that do things like this, I think it’s really disheartening.”

Puett said the sheriff’s office was assisted in the search by the Missouri State Highway Patrol, The Missouri Department of Conservation, South-Central Buchanan County Fire, San Antonio Fire, St. Joseph Fire, and Gower Fire.

Andy Clements named Public Works Director

Andy Clements has officially been named as the City of St. Joseph’s Public Works and Transportation Director after serving as interim.

According to a news release, City Manager Bruce Wood named Clements to the position Monday.

Clements is a graduate of Missouri Western State University and has been an employee of the city of St. Joseph since 1995. His career with the city has been entirely within the public works department, first as a transportation planner, then as transportation operations manager. Andy was promoted to assistant director for the department in August 2000, and has served as interim director on two occasions.

Clements salary will be $107,000 annually and his duties as director take effectimmediately.

Effort results in more than 2,000 speeding tickets issued in Missouri

(Missourinet) – Missouri joined five neighboring states last month in a three day law enforcement blitz to target speeding drivers.

The effort which has been mirrored in states across the county is a program offered through the United States Department of Transportation.

Four states which are designated as Region 7 under the National Highway Traffic Safety Administration (NHTSA) – Iowa, Kansas, Missouri and Nebraska – were joined by two states in Region 6 – Arkansas and Oklahoma – in the intensified campaign called “Obey the Sign or Pay the Fine”.

The crackdown, which took place from July 21st through 23rd, resulted in more than 7,700 speeding tickets being issued, 2,067 in Missouri alone.

Police agencies across the state were able to use federal grant money to help carry out the effort.  Colonel Sandra Karsten of the State Highway Patrol said the officers in Missouri focused on Interstates 70, 44, 55 and 35, where the most speed-related crashes occur.

Mike Stapp with the Missouri Department of Transportation (MoDOT) Office of Highway Safety says the four highways were selected because they carry the most traffic through Missouri into adjacent states that were involved in the blitz.

“Through Missouri, of course, 44 and 70 are very highly traveled” said Stapp.  “55 is also fairly busy.  And 35 is not quite as busy as the other three I don’t believe.”

According to data from the NHTSA, a crash on a road with a speed limit of 65 mph or greater is more than twice as likely to result in a fatality than a crash on a road with a speed limit of 45 or 50 mph, and nearly five times as likely as a crash on a road with a speed limit of 40 mph or below.

About 15 percent of the country’s speeding-related fatalities occur on interstate highways each year.

The total number of traffic citations issued in Missouri during the Friday through Sunday crackdown in July was 3, 971.  316 seat belt citations were doled out along with 54 DWI arrests and citations.  Kelly Jackson with MoDOT notes safety belt violations are more difficult to tag in Missouri because they carry secondary enforcement status.

“A vehicle has to first be observed breaking a primary law, such as failure to yield, tail light out, something like that” said Jackson.  “If they’re then pulled over and observed to not be wearing a safety belt, they can be ticketed.”

Law enforcement officials reported 180 crashes in Missouri during the blitz, with 33 of them speed related.  There were also seven fatalities on Missouri highways during the three-day speeding crackdown, with one occurring on the routes included in the enforcement effort.

MoDOT’s Stapp says the campaign had a noticeable impact on driving habits.

“I can tell you from my own experience that I’ve seen Facebook posts and emails, people talking about traveling during that weekend, and how many officers were out there.  Traffic was slowing down.  It definitely gets their attention.”

The “Obey the Sign or Pay the Fine” campaign is in its second year of existence through the U.S. Department of Transportation.  The same six states participated in the program together in the fall of 2016.

Stapp says crackdowns like the effort in July need to be repeated periodically in order to have a lasting influence.

“(It) makes a difference for a time period, and then people return to basically their old habits.  Speeds start going back up.  And that probably means it’s time to do it again to try to bring those back down.”

Other safe driving campaigns could be coming to Missouri.  The U.S. Department of Transportation is starting to publicize a Labor Day “Drive Sober or Get Pulled Over” effort.

 

Faucett bridge demolition rescheduled

FAUCETT, Mo. – The demolition of the Route DD bridge over Interstate 29 in Buchanan County at Faucett (Exit 35) has been rescheduled. The bridge, built in 1958, will be rebuilt by contractors from Emery Sapp and Sons of Columbia, working with the Missouri Department of Transportation. As part of the project, they will also reconstruct the ramps.

Originally scheduled to begin the evening of Aug. 4, 2017, the demolition of the old bridge has been rescheduled for the weekend of Aug. 26. For safety reasons, no traffic will be permitted under the bridge during demolition. Interstate traffic will be narrowed to one lane in each direction, beginning the evening of Aug. 25 at approximately 7 p.m. All traffic will be routed up and over the on and off ramps at the exit and around the bridge demolition.

During demolition, only through interstate traffic will be allowed on the ramps. To ensure that interstate traffic flows as smoothly as possible, no access to or from Route DD will be permitted during this portion of the project. This traffic pattern could remain in place for 24 hours or more. Motorists will experience delays and may want to consider using an alternate route.

As part of this project the ramps at this location will undergo reconstruction. The contractor plans to begin ramp work after the Labor Day holiday. Only one direction (northbound or southbound) will be closed at a time. During both sets of ramp closures, at least one lane each direction on I-29 will remain open for through traffic.

The new bridge should be completed and open to all traffic within 90 days, weather permitting. During the demolition, ramp closures and bridge closure signs will be in place to direct motorists to an alternate route.

University of Missouri center aims to address critical physician shortage

(Missourinet) – The University of Missouri says more than 90% of the state’s counties lack adequate access to health care professionals.

School of Medicine Dean Patrick Delafontaine says the university has opened a Patient-Centered Care Learning Center in Columbia that aims to address a severe physician shortage.

A dedication ceremony on Friday signals the completion of the $42 million expansion, which has been a decade in the making.

“Our state and nation are in desperate need of more physicians to serve a growing elderly population, increasing numbers of patients living with chronic illnesses and many others now gaining access to health care,” says Delafontaine.

Missouri ranks among the top 20 states with residents older than age 65 who require additional medical care.

Delafontaine says the university received more than 2,300 medical school applications this year. An additional Springfield clinical campus and partnership between CoxHealth and Mercy Springfield also allows MU to expand its medical student class size by 30%, from 96 to 128.

“We believe this unique and innovative collaboration will serve as a model for other areas suffering from shortages of health care professionals,” says Delafontaine. “We are proud that the University of Missouri is leading the way on yet another major initiative to advance the health and economy of our state and nation.”

David Barbe of Mercy Springfield calls the number of primary care physician openings “embarrassing” in southwest Missouri’s rural communities.

“Many of the projections suggest as much as a 100,000 physician shortage over the next ten years,” says Barbe. “It is not just the absolute number of physicians we are short, it is the distribution of physicians.”

Barbe says the facility will have a major return on investment through things like the economy and many good-paying Missouri jobs.

Fair officials take Missouri’s tougher carnival ride inspections seriously

(Missourinet) – Visitor safety remains at the forefront of preparations by Missouri State Fair organizers, especially in light of last week’s fatal carnival ride accident at Ohio’s state fair.

Missouri State Fair director Mark Wolfe says a ride similar to the Fire Ball will not be in Sedalia this year. He says the deadly incident is a tragic reminder of the need for such regulations.

“They pulled that ride off line obviously while this investigation is going to see if there’s a mechanical or an engineering error that caused the accident,” says Wolfe.

He says Missouri’s stronger requirements means inspectors will begin their checks when rides arrive on site.

“If you’re operating an amusement ride in the state of Missouri, you’re required to have an independent, certified inspector of your own. Of course, the Missouri Fire Marshall’s Office also has inspectors that are on site during the course of the event,” says Wolfe.

State law requires daily inspections before the midway opens for business.

About 350,000 visitors are expected at the Missouri State Fair from August 10-20 in Sedalia.

Planned road work for northwest Missouri, July 31 – Aug. 6

ST. JOSEPH, Mo. – The following is a listing of general highway maintenance and construction work in the Northwest Missouri region planned for the week of July 31 – Aug. 6 from the Missouri Department of Transportation. In addition to the work listed below, there may be pothole patching, bridge maintenance, striping, brush cutting, guardrail repairs and other road work conducted throughout the region. Many of these will be moving operations and could include lane closures with delays. All scheduled maintenance and construction projects are subject to change.

 

Andrew County

Business Loop 29 (Belt Highway) – From U.S. Route 59 to U.S. Route 169 (Rochester Road, Buchanan County) for a resurfacing project, July 31 – Aug. 4. Work will be done between the hours of 8 p.m. to 8 a.m. nightly.
