Suspect in custody after standoff

(Update 5:38 pm) A suspect was taken into custody Monday evening after allegedly stealing a truck Friday night and fleeing from police and relatives of the owner in three different incidents.

Officers with automatic weapons and bullhorns surrounded a house at 1509 S. 11th Street at about 3:30 pm Monday and urged the occupants to come outside.

Commander Eric Protzman said the suspect was taken into custody after a nearly two-hour standoff.

Luther Smith of St. Joseph said his pickup was stolen from his workplace Friday night. Smith said his employer, Ring Container Technologies, has surveillance video showing the theft.

Luther’s sister Ida Springs said she spotted the truck Sunday night, and tried to follow it, but lost it when the driver noticed them following.

Smith’s stepson spotted the vehicle this afternoon at about 2:45 p.m. The stepson followed the vehicle to a repair shop near 18th and Howard. But the suspect was able to flee from police down a nearby alley. That prompted the police pursuit through town, which ended near 11th and Monterrey.

The truck appeared to have crashed into a fence. Police believe the driver fled to a house at 1509 S. 11th Street. Authorities blocked off the neighborhood streets and tried to talk the suspect into coming outside.

Protzman said one man has been taken into custody.

Missouri Western names Josh Looney new Director of Athletics

ST. JOSEPH – Missouri Western State University has named Josh Looney as the University’s next director of athletics. Looney, currently director of athletics at East Stroudsburg University in Pennsylvania, will start at Missouri Western on August 7.

Prior to ESU, Looney was associate director of NCAA Division II from 2012 to 2015. He worked for the Kansas City Chiefs from 2006 to 2012 and the Orlando Magic in 2005 and 2006. His work with the Chiefs included spending time on Missouri Western’s campus for the team’s summer training camp, which has been held on campus since 2010.

“I believe that Josh brings the right mix of experience and enthusiasm to lead Missouri Western’s athletic programs,” said Dr. Robert Vartabedian, Missouri Western’s president. “His familiarity with Missouri Western and proven leadership within the NCAA and Division II intercollegiate athletics give him a unique perspective to further strengthen, support and promote Griffon athletics at every level.”

“We are thrilled to be joining the Missouri Western family,” Looney said. “The opportunity to help shape the future vision of Griffon athletics is an honor, and I am grateful to President Vartabedian and the search committee for their confidence in me. I look forward to working with all of our fans and constituents to build an athletic program that is recognized for excellence in the classroom, in competition and within the community.”

As director of athletics at East Stroudsburg since 2015, Looney oversaw 20 NCAA Division II sports. Under his leadership, student-athletes had a grade point average of 3.22 last year, the highest in department history, with 40 percent earning Athletic Director’s Honor Roll honors by earning a cumulative GPA of 3.25 or higher. He led the athletic department to the school’s highest Pennsylvania State Athletics Conference all-sports trophy finish in 21 years, and East Stroudsburg led PSAC’s 18 institutions with more than 6,000 hours of community engagement. Annual athletic scholarships awarded increased 22 percent, and the school secured its largest athletics unrestricted cash corporate sponsor.

“We were impressed with Josh’s steadfast dedication to helping student athletes achieve success academically and personally,” said Dr. Jeanne Daffron, provost and vice president for academic affairs and chair of the search committee. “Even with his proven track record promoting and growing athletics programs within the community and region, you can tell he puts his student athletes and coaches first.”

Looney earned a bachelor’s degree in Business Administration from Washburn University in Topeka, Kansas – like Missouri Western, a member of the Mid-America Intercollegiate Athletics Association Conference. He holds a Master of Business Administration with an emphasis in organizational leadership from the University of Missouri-Kansas City and is nearing completion on a doctorate in Interdisciplinary Education from Creighton University in Omaha.

Looney and his wife, Jenna, have one daughter, Parker.

Update – Police investigate multiple armed robberies and a stolen vehicle

(Update) – The St. Joseph Police Department is investigating an armed robbery on Memorial Highway which possibly involved a vehicle stolen earlier this month at gun point.

Officers responded to the Hawkins 66 located at 6401 Memorial Highway around 8:16 p.m. Sunday in reference to a robbery. Capt. Jeff Wilson said witnesses reported that a white man armed with a handgun wearing a purple colored bandanna and glasses entered the store and went behind the counter.

“The suspect attempted to open the cash register but was unable,” Wilson said. “The suspect fled out of the store after taking some cigarettes.”

The suspect was reported to have left the scene in a silver Taurus that was occupied by another suspect described as a white man with a bandanna over his face.

The vehicle used in the robbery matches the description of a vehicle that was allegedly stolen at gunpoint July 21 from 1525 St. Joseph Avenue. Wilson said during that incident, a 54-year-old St. Joseph man reported he was approached by a white female who pointed a gun at him and told him to get out of the car. She was last seen driving north on 4th St. Officers were unable to locate the vehicle at that time. Wilson said that vehicle was recovered on fire Sunday by the Buchanan County Sheriff’s Office at 10500 SE 32nd Rd.

No arrests have been made as of Monday morning. Wilson said the case is still under investigation.

Authorities are also investigating an armed robbery which took place Friday at the Cenex located at 1029 Garfield.  Capt. Jeff Wilson said witnesses described that suspect as a white man wearing a black hoodie with a blue bandanna over his face and prescription looking glasses. The man allegedly entered the store and pointed a handgun at the cashier.  The suspect made off with a substantial amount of cash and left the store on foot.  No injuries were reported. Wilson said it’s unknown at this time if the cases are connected.

As we previously reported, on Friday, officers also responded to K-2 Smokes and Gifts located at 1602 St. Joseph Avenue in reference to an armed robbery. The suspect was described as possibly, a white man, 5’6″ to 5’8″ slender build, wearing a mask. He left the scene on foot.

Anyone with information into any of the incidents is asked to call the TIPS Hotline at (816) 238-TIPS.

DWI operations to be held in Buchanan and Clinton counties

Sometime during the month of August the Missouri State Highway Patrol plans to hold DWI saturations in Buchanan and Clinton counties.

According to a news release, the areas selected for enforcement are based on a high number of drinking-related crashes and contacts with drivers who have been drinking. Capt. James E. McDonald with Troop H said officers’ input will also be taken into consideration for operation locations to make contact with DWI violators.

“The Missouri State Highway Patrol is dedicated to removing impaired drivers from Missouri roadways,” Capt. McDonald said. “Anytime your plans include alcohol, please have a sober designated driver.”

Town hall meetings will discuss dicamba drift ruling

Two upcoming town hall meetings will feature a scientist and a law firm to discuss information on the recent dicamba drift ruling.

Willcross Seed will present “Legal remedies for those affected by Dicamba Drift.”

Randy Baker is the General Manager of Willcross Seed at King City and Chillicothe. Baker said one of the speakers will be University of Missouri Weed Scientist Dr. Kevin Bradley.

“He’ll be discussing the effects of dicamba, what it is and what it can do. He’s been studying the effects of dicamba for the last several years,” Baker said. “He’s found where they do have volatilization and he’s been going all over the state, really, looking at this stuff and determining what has caused it.”

The law firm of Murphy, Taylor, Siemens and Elliott will also be at the town hall meeting.

“They’ll be explaining, whether it be an applicator or the farmer himself, just what their legal remedies are for going forward if they’ve had damage,” Baker said. “It doesn’t have to be a customer of Willcross, it doesn’t even have to be a farmer. There’s been some incidents where people’s fruit trees and yards and ornamental shrubs and so forth have been destroyed by this.”

The town hall meetings will be held from 3 to 5 p.m. on Wednesday at the Stoney Creek Inn in St. Joseph and from 1 to 3 p.m. on Friday at the Days Inn Hotel Conference Room in Chillicothe.

For more information or to RSVP, contact Willcross Seed at (660) 535-4444.
