Area residents pick-up petitions to make a run for St. Joseph City Council

All positions on the St. Joseph City Council are up for election next year and within just days of opening up petitions people have already started picking them up to make a run for office.

City Manager Bruce Woody said a total of nine positions on city council are open: St. Joseph’s Mayor and eight council seats. Incumbents and new candidates could start picking up petitions Monday. As we reported, Mayor Bill Falkner announced on Tuesday that he does not plan to run for re-election. Woody said by Wednesday, 21 people had picked up petitions and he knows of two incumbents who are planning to run for re-election.

“If they are running for mayor or an at-large position their petitions have to have 250 signatures of registered voters within the city limits of St. Joseph,” Woody said. “If they’re running for a council district position, and there’s five district positions, those candidates will need to have 75 signatures of registered voters in that district.”

He said petitions need to be turned in by November 21 but can be turned in as early as October 17.

“Once our city clerk has those petitions they’ll work with our county clerk to verify that there’s an adequate number of signatures of registered voters and that will allow them to be certified to be put on the ballot,” Woody said.

The primary election will be held in February and the general election will be held in April.

“At that February primary they will whittle it down to just two positions per opening, and six total for the at-large positions,” Woody said.

Museum goers to experience St. Joseph attractions for free this Saturday

Free admission is being offered this Saturday at museums in St. Joseph taking part in the annual Museum Day Live! created by Smithsonian Magazine.

According to a news release from the Museums Association of St. Joseph, more than 40,000 institutions across the country are expected to participate.

The participating Museum Association of St. Joseph members, their location, and their hours for Museum Day are: Albrecht-Kemper Museum of Art, 2818 Frederick, 10 a.m. to 4 p.m.; Pony Express National Museum, 914 Penn, 9 a.m. to 5 p.m.; Remington Nature Center, 1502 MacArthur Drive, 10 a.m. to 5 p.m.; Robidoux Row Museum, 3rd and Poulin, 10 a.m. to 4 p.m.; St. Joseph Museum, Black Archives Museum, Doll Museum, and the Glore Psychiatric Museum, 3406 Frederick Ave., 10 a.m. to 5 p.m.; and the Wyeth-Tootle Mansion, 11th and Charles, will be open from10 a.m. to 4 p.m. At the Walter Cronkite

Memorial on the MWSU campus, 4525 Downs Drive, the public invited to visit between 10 a.m. to 4 p.m. The Andrew County Museum, 202 E. Duncan Drive in Savannah, Missouri, will also participate and they will be open from 10 a.m. to 4 p.m.

St. Joseph could lose a pizza joint

CiCis Pizza in St. Joseph

St. Joseph will likely have one less pizza restaurant after this weekend.

According to an employee at CiCis, located at 2207 B N. Belt Highway the store is closing. When our staff called the store an employee said the store is closing on Saturday, the 23rd.

We have sent an email to the corporate office to try to learn more. At this time, little other information is known.

Animal shelter in need of litter donations

Due to a large number of cats being housed at the St. Joseph Animal Shelter its supply of kitty litter is running low and it’s asking the public for help.

According to a news release, donations of non-clumping cat litter are being requested to aid the shelter in its effort to provide temporary housing for 54 cats.

“We have received a limited amount of litter through community and business donations, which we appreciate greatly, but due to the number of cats we currently have it has been difficult to keep up. We appreciate all who provide donations and assistance,” said Stephanie Malita, Public Information Officer with the City of St. Joseph Health Dept.

Man pulled from Missouri River in Buchanan County

The Buchanan County Sheriff’s Department said a man was pulled from the Missouri River in Buchanan County Wednesday afternoon.

Cpl. Sarah Hardin said the St. Joseph Fire Department responded after a witnesses reported hearing a man in the water calling for help. Hardin said it’s believed the 28-year-old may have been in the river near Jentell Brees Access conservation area for around 45 minutes before he was rescued. He was transported to Mosaic Life Care for evaluation.

The St. Joseph Police Department is advising drivers to avoid the area of Noyes Boulevard between Edmond and Messanie streets due to a traffic accident.

Around 3:25 p.m. Wednesday authorities had the area blocked off while crews were on scene.

When police advise the road is clear we will update this post.

Man found guilty of Platte County murder

(News release) – A Platte County jury has found Zakary F. Mergy, of Kansas City, Kansas, guilty of murder in the first degree and armed criminal action for the November 2014 murder of Francisco Vargas III. The jury reached its verdict on September 19, following a seven-day jury trial.

Platte County Prosecuting Attorney Eric Zahnd said, “In this case, the State never alleged the defendant fired the shots that killed the victim. Instead, we presented extensive evidence proving the defendant aided and assisted another person in planning and carrying out the murder. This was a textbook case of accomplice liability.”

Evidence at trial showed that on November 1, 2014, a family member of Vargas found him lying face down on the floor of his residence in a large pool of blood. Platte County Sheriff’s Department deputies later determined Vargas had been shot several times, finding eight .40 caliber shell casings near his body.

A neighbor reported seeing a gray vehicle at Vargas’ residence on the day he was shot. Investigators later determined that a 2008 gray Dodge Charger reportedly seen at the house was registered to a relative of Mergy.

Forensic analysis of a cell phone belonging to Mergy’s revealed deleted text messages during the time frame of the homicide. A special agent with the Federal Bureau of Investigation’s Cellular Analysis Survey Team testified that Mergy’s phone was in the Northland utilizing cell towers in close proximity of Vargas’ residence at the time of murder. Mergy had earlier told investigators he was in Kansas City, Kansas at that time.

Mergy was interviewed on multiple occasions regarding Vargas’ death. He eventually admitted he knew Vargas was killed with a Springfield .40 caliber XDM handgun. He told investigators that he had been given the gun by someone following the murder and that he wrapped the gun in several plastic bags before burying it in his mother’s back yard.

Investigators recovered a Springfield .40 caliber XDM handgun from Mergy’s mother’s back yard. Forensic analysts with the Kansas City Police Department Crime Lab determined the cartridge cases and bullets recovered at the crime scene were from that gun. DNA test results on the gun, trigger and magazine showed Mergy as the major contributor.

During the execution of a search warrant at Mergy’s residence, investigators found a jar that a witness said he had seen at Vargas’ residence two days before Vargas’ murder.

Because he was convicted of first degree murder, Mergy must serve a sentence of life in prison without the eligibility of probation or parole. Jurors also recommended Mergy be sentenced to 30 years in prison for armed criminal action. He is scheduled to be sentenced on November 30 at 10:00 a.m.

“This defendant might not have pulled the trigger, but he aided and encouraged the murder and deserves to spend the rest of his life in prison,” Zahnd said.

Police release surveillance photos from Boost Mobile holdup

The St. Joseph Police Department has released surveillance photos from an armed robbery on St. Joseph Avenue that took place over the weekend.

Officers responded to the Boost Mobile at 1915 St. Joseph Avenue shortly before 2:30 p.m. Saturday. Capt. Jeff Wilson said two suspects described as two black men wearing hoodies held-up the store at gun point. During the robbery, one round was fired from a weapon. No one was injured. The suspects made off with cash and a couple of cell phones. Wilson said the pair left the scene on foot.

As of Wednesday afternoon no arrests had been made. Officers released photos to the public taken from surveillance during the robbery. Anyone with information is asked to call police or the TIPS Hotline at (816) 238-TIPS.

Woman injured in ATV crash in Caldwell County

A 19-year-old woman was injured Tuesday evening in an ATV crash in Caldwell County.

According to the Missouri State Highway Patrol, Brandi Warzala of Braymer was driving a 2001 Bombardier ATV around 6:30 p.m. northbound on Route A when she lost control and ran off the east side of the road and hit a ditch.  The ATV rolled over and Warzala was thrown.  She was taken by ambulance to Liberty Hospital for treatment of what was described as a moderate injury.
