Environmental groups drop Missouri suit over solar rebates

Solar panelST. LOUIS (AP) — Environmental groups have dropped their lawsuit that sought to reinstate solar energy rebates for customers of utility Ameren Missouri.

The St. Louis Post-Dispatch reports that Missouri Coalition for the Environment and Save Our Lawfully Authorized Rebates LLC filed earlier this month to dismiss the Cole County lawsuit against the Missouri Public Service Commission.

The suit was filed last year and alleged that utilities were using a calculation that “significantly” understates the amount of solar rebates they are required to pay.

A recent Public Service Commission rule change on how the amount of rebates should be calculated prompted the groups to dismiss their lawsuit.

Paid for by the utilities, the rebates partially reimburse utility customers who install solar arrays on their property.

DENVER (AP) — Dozens of semi-trailers and cars are stranded because of the closure of Interstate 70 east of Denver.

The vehicles lined up along the interstate and a nearby frontage road as strong winds blew snow across the highway on Tuesday.

KDOT said I-70 from WaKeeney to the Colorado border has been closed as of 3 p.m. because of winter weather conditions and limited truck parking.

Truck driver Thomas Meyer was bound for Liberal, Kansas, and said he didn’t realize they were shutting the roads down.

Truck driver Fernando Rendell said was headed to Kansas City but stopped after seeing two trucks in the ditch along the slick interstate.

Several inches of snow have fallen in the plains of eastern Colorado, and up to 15 inches of snow is expected in western Kansas.

Latest tornado outbreak ever!

wpid-nwslogo.gifGOODLAND, Kan. (AP) — The National Weather Service says a tornado outbreak that caused minor damage in northwest Kansas was the latest on record in that part of the state. At least 10 tornadoes were reported in western Kansas early Monday evening, snapping power poles and damaging sheds over largely rural areas.

Meteorologist Jerry Killingsworth in Goodland says a tornado damaged roofs and broke windows in the tiny Gove County town of Grainfield, which could get 3 to 6 inches of snow on Tuesday, depending on when it starts falling.

The severe weather also brought hail along a line that ran vertically from Oklahoma to Nebraska. Killingsworth says the line of storms moved slowly east while individual storms moved northeast.

He says blizzard conditions should make it into extreme northwest Kansas early Tuesday morning.

Iowa fire department has hovercraft at its disposal

hovercraft in council bluffsCOUNCIL BLUFFS, Iowa (AP) — The Council Bluffs Fire Department says its new hovercraft has already aided its rescue capabilities, and should come in handy this winter.

The department purchased the hovercraft for about $60,000 last summer. According to department Technical Services Captain Jason Sorenson, the hovercraft can fly 9 inches off the ground and can travel over water, grass, ice and snow.

The department was able to rescue a 23-year-old man trapped in the West Nodaway River in Clarinda due to flooding less than a month after acquiring the vehicle.

According to department officials, the hovercraft will be an asset when ice begins to appear in Lake Manawa. Department chief Justin James says it’s difficult to deploy rescuers through bad ice on the lake due its large size.

Half-marathon goes four miles long! Participants to get special shirts

Bangkok half marathon too longBANGKOK (AP) — Runners who took part in Bangkok’s extra-long half-marathon are getting an apology from organizers in the form of a commemorative T-shirt. Organizers of the Standard Chartered Bangkok Half-Marathon said Tuesday that each runner who took part in the event will get a free T-shirt that says, “Finisher of 27.6 km.”

The peace offering came after runners vented anger on social media following Sunday’s race, which was mistakenly extended by almost 7 kilometers (4 miles).

An error by race officials along the route meant participants ran 27.6 kilometers (17 miles), rather than the usual 21 kilometers (13 miles).

Governors disagree on accepting Syrian refugees

US committee for refugees and immigrants logoCOLUMBIA, Mo. (AP) — Missouri Gov. Jay Nixon says it’s up to the federal government to screen refugees and is calling for safeguards following deadly terror attacks in Paris.

But the Democrat in a statement Monday didn’t say he’d block Syrian refugees from settling in Missouri.

Republican gubernatorial candidates suburban St. Louis businessman John Brunner, former state House speaker and U.S. attorney Catherine Hanaway and Lt. Gov. Peter Kinder want Nixon to do so. They cited safety concerns. Eighteen Republican state senators similarly called to suspend Syrian refugee relocation. The U.S. State Department’s Refugee Processing Center says 29 Syrian refugees settled in Missouri from Jan. 1 through Monday.

The president and CEO of the U.S Committee for Refugees and Immigration says under the Refugee Act of 1980 governors cannot legally block refugees.

That’s not stopping Kansas Gov. Sam Brownback from trying. Gov. Brownback has issued an executive order forbidding any state agencies or organizations that receive state grant money from helping relocate Syrian refugees in his state. Brownback said Monday the action was necessary because the federal government can’t guarantee Syrian refugees coming to America aren’t terrorists. He says refugees fleeing persecution in their own country might be better served by resettling in a friendly country closer to their homes.

Brownback acknowledged that many people seeking refugee status are peaceful and looking for a better life, but said Kansas can’t allow an influx of Syrian refugees while the Islamic State group is threatening to infiltrate the refugee process. Lt. Gov. Jeff Colyer says the well-being of Kansans is a higher priority than helping refugees.

Iowa Gov. Terry Branstad says Syrian refugees shouldn’t be resettled in Iowa until there is a federal review to ensure safety. Branstad late Monday said he had ordered state agencies to halt any future work on Syrian refugee resettlements in light of the terrorist attacks in Paris. Earlier in the day, he expressed concerns about safety, but said he may not have the authority to block Syrian refugees from entering the state. Several U.S. governors said they will halt efforts to allow Syrian refugees into their states. The governors are responding to heightened concerns that terrorists might use the refugees as cover to sneak across borders.

Branstad said intelligence agencies should review the security process. According to the State Department’s refugee processing center, no Syrian refugees have been resettled in Iowa.

Nebraska Gov. Pete Ricketts says he does not want Syrian refugees resettling in Nebraska until the federal government conducts a full review of its screening procedures to ensure public safety. Ricketts sent a letter Monday to refugee resettlement agencies in the state, urging them not to pursue resettlement of the refugees in light of the terrorist attacks in Paris. Ricketts says in the letter that while he understands the danger and persecution many are facing in the Middle East, it’s important to focus first on the safety of Nebraska residents and Americans. Ricketts says he’s been told no Syrian refugees have been resettled in Nebraska.

Muslim group calls for probe of vandalism at Omaha mosque

CAIR logoOMAHA, Neb. (AP) — A Muslim civil rights group wants the FBI and local police to investigate as a possible hate crime vandalism that may be related to the Paris terror attacks.

The Council on American-Islamic Relations said in a news release Monday that it’s the third recent incidence of vandalism at the Omaha Islamic Center.

Center officials say someone has spray-painted a rough outline of the Eiffel Tower inside a circle on an outside wall of the mosque.

Omaha police and FBI representatives didn’t immediately return messages from The Associated Press.

On Oct. 29 a security camera recorded an image of a masked man unsuccessfully trying to break the glass in an outside door at the center, and on Aug. 23 a vandal heaved a 40-pound boulder through the glass.

Kansas City police seeking suspects who kidnapped woman

police Kansas CityKANSAS CITY, Mo. (AP) — Kansas City authorities are investigating after a woman reported being kidnapped from her driveway and forced to withdraw money from an automatic teller machine.

Police say three men approached the woman late Saturday as she drove into her driveway. They forced her into the back seat of her car, while one of the men drove her to a bank and forced her to withdraw money from the ATM. The Kansas City Star reports that another man assaulted the woman as they drove to the bank.

Police say that after leaving the bank, they drove to nearby Prairie Village, Kansas, got out of the woman’s vehicle and got into a vehicle that had been following them.

Police did not release suspect information.

Illinois ups ante in 2-state bid for new spy agency home

US-NationalGeospatialIntelligenceAgency-2008Seal.svgSCOTT AIR FORCE BASE, Ill. (AP) — Southwestern Illinois is upping the ante in the competition with Missouri for a federal spy agency’s new regional headquarters.

St. Clair County officials on Monday said they would more than double the amount of free land adjacent to Scott Air Force Base available for the National Geospatial-Intelligence Agency relocation project.

The county is offering the choice of two new sites that are at least 200 acres to go with its earlier gift of a 182-acre tract near MidAmerica Airport. Democratic U.S. Sen. Dick Durbin attended the announcement. Republican U.S. Sen. Mark Kirk also endorses the project.

The defense and intelligence agency also is considering three sites in the St. Louis area to replace its current location near the Anheuser-Busch brewery south of downtown St. Louis.

Missouri mom accused of locking girl in closet stands trial

Court Charge Feature PhotoKANSAS CITY, Mo. (AP) — A Missouri woman accused of locking her emaciated 10-year-old daughter inside a closet is standing trial this week.

Opening statements began Monday for the woman who is charged with first-degree assault, child abuse and endangering the welfare of a child.

The Associated Press is not naming the mother to protect the girl’s identity.

The girl weighed just 32 pounds when she was found locked inside a filthy closet in the family’s Kansas City apartment in June 2012.

She told police that her mom often locked her in the closet for days at a time. She also said she wasn’t allowed to go outside and hadn’t attended school in five years.
