STILWELL, Mo. (AP) — Authorities have found a body in a shallow pond in a rural area south of Kansas City near where they had been looking for a missing man.

The Cass County Sheriff’s Office says the discovery was made around 3:30 p.m. Wednesday. The victim hasn’t been identified, but the body was found close to where crews searched 640 acres Friday for 54-year-old Dalen “Dale” Miller, of Cleveland, Missouri, who was last seen in the area. He was reported missing on Aug. 3.

The sheriff’s office says it’s working with the Jackson County Medical Examiner’s Office to determine the identity of the body and the cause of death.

OLATHE, Kan. (AP) — A 13-year-old says she was sexually assaulted inside a child welfare office in Kansas as she slept in a conference room.

A newly released affidavit says the teen told authorities that Michael Anthony Hamer climbed under a blanked with her in May at the KVC Behavior Healthcare office in Olathe and began touching her. She later told a worker and authorities that she had been assaulted.

Hamer, who turned 19 Wednesday, was charged earlier this month with rape and aggravated indecent liberties of a child.

A KVC spokeswoman says the social worker had gone to get supplies and had only left the two unsupervised for “five minutes or less.” The two teens were at the office awaiting placement in a foster home or facility.

TOPEKA, Kan. (AP) — Kansas Senate President Susan Wagle’s endorsement of Republican Kris Kobach before the August primary election in the governor’s race will cost $100 because one of her employees distributed the endorsement using government equipment.

The state ethics commission on Wednesday imposed a $1,000 fine but waived $900 if Wagle’s campaign paid the $100 and if Wagle arrange ethics training for her staff.

Wagle spokeswoman Shannon Golden acknowledged in a legal document that she sent Wagle’s endorsement while working as a state employee. Golden said Wagle was unaware she was going to send the endorsement on a state computer. She also said she didn’t know using the government computer for endorsements was an ethics violation.

Golden said Wagle’s office reported the situation to ethics officials as soon as questions were raised.

JEFFERSON CITY, Mo. (AP) — A victims’ support group is putting pressure on Missouri’s governor to intervene in a state investigation of potential clergy abuse, but Gov. Mike Parson’s office says he doesn’t have the authority to act at this point.

Missouri leaders of the Survivors Network of those Abused by Priests in a Wednesday letter asked Parson to order Attorney General Josh Hawley to conduct a full criminal investigation.

That’s because while Hawley’s office is currently investigating, he doesn’t have subpoena power to force Catholic dioceses to provide information. He could issue subpoenas in a criminal investigation.

But Hawley spokeswoman Mary Compton says local prosecutors have not asked for help investigating potential abuse. Parson’s spokeswoman Kelli Jones says until that happens, the governor doesn’t have the authority to force further action.

TOPEKA, KS – Kansas consumers will have their choice of up to three health insurance companies, depending on where they live, when open enrollment begins Nov. 1, according to the Kansas Insurance Department. 

Blue Cross and Blue Shield of Kansas, Medica Insurance Company, and Ambetter from Sunflower Health Plan will offer plans in 2019. The three companies signed agreements with the federal government to offer 23 total individual marketplace plans online through www.healthcare.gov. Also, all three companies will offer plans outside of the online marketplace as well.  

The Blue Cross and Blue Shield of Kansas plans are available in all Kansas counties except Johnson and Wyandotte. Medica will have plans available in all counties, and the Ambetter from Sunflower Health Plan coverage is available in Johnson, Wyandotte, Miami and Leavenworth counties.     

The federal government has indicated that consumers will be able to “window shop” for all plans on the federal website prior to November 1, 2018, the official date for 2019 open enrollment to begin. 

“During open enrollment, Kansans need to evaluate whether to enroll in coverage, stay on their current policies, if available, or enroll in different policies,” said Ken Selzer, CPA, Kansas Commissioner of Insurance. 

Commissioner Selzer said it is also important for consumers to understand the network requirements of the various plans and to check that all of their providers of medical services are in the plan’s network. In addition, consumers should be aware that the types of policies companies sell may change from year to year. 

Open enrollment for the 2019 plan year ends December 15, 2018.  The open enrollment period is for coverage purchased on the healthcare.gov platform as well as for policies purchased offline. 

Kansans have likely heard about Short Term Limited Duration policies and Association Health Plans (AHPs). These types of plans offer other options for Kansans who are seeking health insurance coverage, according to the Commissioner.  

“We know that consumers will have questions about open enrollment,” Commissioner Selzer said. “We will assist callers through our Consumer Assistance Division by answering questions they have or by referring them to the proper agencies for help.”

TOPEKA, Kan. (AP) — The second trial of a woman charged with killing her ex-husband and his fiancée in 2002 has been delayed until Jan. 29.

58-year-old Dana Chandler’s trial was scheduled to begin Monday.

Chandler was seeking a 60-day continuance because several motions remain unresolved. Chief deputy district attorney Dan Dunbar said the 60 days would put the trial too close to the holidays.

Chandler was convicted six years ago for the 2002 murders of Michael Sisco and Karen Harkness. The Kansas Supreme Court overturned her conviction in April because of misconduct by the prosecutor.

The next motion hearings are scheduled for Oct. 22 and 30.

ST. LOUIS (AP) — A Missouri neurosurgeon and his fiancée have been ordered to pay $5.5 million to the federal government for a health care kickback scheme.

The civil judgment was ordered Tuesday in the case against Dr. Sonjay Fonn, of Cape Girardeau, and his fiancée, Deborah Seeger. The judgment is about three times the $1.6 million they netted through the scheme.
