Two receive minor injuries in Daviess County crash

wpid-mshp-logo111.jpgTwo people were taken to the hospital Thursday after a crash in Daviess County.

According to the Missouri State Highway Patrol, Donna Daffron, 67 of St. Joseph was driving a 2006 Chevrolet Cobalt northbound on Route F and Brenda Shira, 55 or Trenton was driving a 2012 Kia Spectra eastbound on Missouri 6 around 5:46 p.m.  The crash report said Daffron failed to yield at a stop sign and pulled her vehicle in front of Shira’s vehicle hitting the rear driver’s side.

Daffron was taken by EMS with minor injuries to Cameron Regional Medical Center.  Shira was taken with minor injuries to Wright Memorial Hospital.

St. Joseph names new Parks Director

Chuck Kempf has been named by the City of St. Joseph as the new director of Parks, Recreation & Civic Facilities.

Kempf was selected over one other finalist in an interview process that took place last week.

Kempf received his bachelor’s degree in criminal justice from Missouri Western State College, in St. Joseph, Missouri. He began work for the city of St. Joseph in 2005, as project manager in the city manager’s office. He moved to the parks department in 2010, serving as supervisor of recreation programs and facilities, and interim parks director since March 2015.

Kempf replaces long-term director Bill McKinney who retired earlier this year. He will begin his duties as director on Monday, November 9, with a salary of $89,500.

Three re-appointed to Missouri State, Missouri Western and Higher Education boards

JEFFERSON CITY, Mo. – Gov. Jay Nixon announced Thursday he has made several re-appointments to three boards related to higher education. The appointments will be subject to Senate confirmation. The appointees are:

Coordinating Board for Higher Education (Douglas R. Kennedy – Poplar Bluff)
Missouri State University Board of Governors (Beverly Miller – Lebanon; Carrie Tergin – Jefferson City)
Missouri Western State University Board of Governors (Deborah J. Smith – Country Club Village)

Coordinating Board for Higher Education

The Governor has re-appointed Douglas R. Kennedy (D), of Poplar Bluff to the Coordinating Board for Higher Education. The Coordinating Board of Higher Education coordinates the state system of higher education, which includes 13 public four-year colleges and universities, 17 public two-year community colleges, one public two-year technical college, 25 independent colleges and universities, 120 proprietary schools and 39 specialized independent schools and colleges and theological institutions.

Kennedy has practiced law in Poplar Bluff for 30 years, and is a partner with the firm of Kennedy, Kennedy, Robbins & Yarbro. He is a cattle farmer as well, and has been involved in numerous charitable and youth service organizations in the Poplar Bluff area. He obtained his undergraduate degree from the University of Missouri and his law degree from University of Memphis. The Governor has re-appointed him for a term ending June 27, 2020.

Missouri State University Board of Governors

The Governor has re-appointed Beverly Miller (D), of Lebanon; and Carrie Tergin (R), of Jefferson City, to the Missouri State University Board of Governors. The Board of Governors possesses full power and authority to adopt all needful rules and regulations for the guidance and supervision of the university.

Miller, a graduate of Missouri State University with a degree in education, taught social studies in secondary schools in Lebanon and Kansas City, as well as in the sociology departments at Missouri State and Drury universities. She has served as director of the Lebanon office of the American Red Cross and on the board of the Greater Ozarks American Red Cross. The Governor has re-appointed her for a term ending Jan. 1, 2021.

Tergin was elected Mayor of Jefferson City in April 2015 and formerly served on the city council. She is the owner of Carrie’s Hallmark Shop in Jefferson City, and is also an artist and a photographer. She is a graduate of Missouri State University with a degree in business management. Tergin has served on the boards of numerous civic and charitable organizations. The Governor has re-appointed her for a term ending Jan. 1, 2021.

Missouri Western State University Board of Governors

The Governor has re-appointed Deborah J. Smith (D), of Country Club Village, to the Missouri Western State University Board of Governors. The Missouri Western State University Board of Governors establishes policies, by-laws, rules and regulations for its own governance and for control and governance of the University.

Smith, a graduate of Missouri Western with a degree in marketing, was an elected member of the Savannah R-III School District from 2004 to 2013and currently is a member of the board of directors of Northwest Health. She previously was a private contractor for Shelter Insurance in St. Joseph. The Governor has re-appointed Smith for a term ending Oct. 29, 2020.

Tickets issued to St. Joe drivers failing to stop at railroad crossings

railroad trainA special enforcement held Wednesday in St. Joseph put a special emphasis and led to tickets for drivers failing to stop a railroad crossings when signals were active.

According to the Missouri State Highway Patrol eight drivers were ticketed during the operation for failing to stop at a rail crossing when activated.

The “Trooper On A Train” enforcement was held from 8 a.m. to 12 p.m. Wednesday as a joint operation between the St. Joseph Police Department, Burlington Northern Santa Fe Railroad Police and the Missouri State Highway Patrol. One officer from each department rode the train while ground cars from each of those departments were stationed at rail crossings in the train’s path. The goal of the operation was to detect vehicles failing to stop at railroad crossings when the crossing signals were activated.

“Railroad crossings pose a significant danger when motorists choose not obey the signals at those crossings. Motorists need to remember when they see railroad tracks they need to think train,” said Captain James E. McDonald, commanding officer Troop H.

MoDOT announces new Director

Patrick McKennaJEFFERSON CITY – Patrick K. McKenna has been named the new director of the Missouri Department of Transportation by the Missouri Highways and Transportation Commission. The announcement was made today at a press conference following the commission’s monthly meeting.

“After a nationwide search, the commission knew Mr. McKenna had the vision and experience to lead the department to a new level of success and achievement,” said Stephen R. Miller, chairman of the MHTC. Patrick McKenna previously served as the deputy commissioner of the New Hampshire Department of Transportation.

“I am excited and honored to take on the director’s position at MoDOT,” said Patrick McKenna, new director of MoDOT. “Missouri faces a lot of transportation challenges, but MoDOT’s employees have proven time and again they can handle it. The department’s nationwide reputation for innovation is proof of that.”

In his role as deputy commissioner, McKenna served as the chief financial, operating and legislative officer for the organization. He has also worked in leadership positions in the public, private and non-profit sectors. Mr. McKenna also worked for several years as the sole proprietor of a real estate holdings company.

McKenna will replace Interim Director Roberta Broeker, who will return to her previous position as MoDOT’s chief financial officer.

Better tasting tap water coming to Atchison Kan.

sink-208143_1920Atchison, Kan. – An improvement to tap water taste and smell is in the works for the City of Atchison, Kan. as officials work to consistently meet EPA regulations.

Earlier this week, the Water Treatment Plant staff began treating the water with ozone after completing training on the new equipment in recent weeks.

On January 21, 2014, the Atchison City Commission authorized a contract with Walters‐Morgan for the construction and installation of a new ozone disinfection treatment process at the City’s Water Treatment Plant.

“An effective disinfection process is critical to producing clean, compliant water,” said Director of Public Works and Utilities, Justin Pregont. “With ozone up and running, the occasional taste and odor issues with our water should be a thing of the past once all the water in the distribution system turns over. Additionally, once the filter upgrade project is complete at the plant sometime next year, the nagging TOC compliance issue will also be a thing of the past.”

Prior to initiating construction of the ozone disinfection process at the Water Treatment Plant, the City struggled to consistently meet EPA regulations on removal of total organic carbons (TOC) during the water treatment process. Water plants that treat surface water, such as that
from the Missouri River, are required by federal rule to monitor levels of TOC, a disinfection by‐product precursor. TOC has not been shown to have any adverse health effects, however, it does provide a medium for the formation of disinfection by‐products such as Trihalomethanes (TTHM) and Haloacetic Acids (HAA). TTHMs and HAAs are also monitored with regularity and contaminant level violations for both of those byproducts have been rare.

“The ozone disinfection system, when coupled with the filter project that we’re just getting started, will allow us to produce higher quality water with fewer taste and odor issues,” said Director of Public Works and Utilities Justin Pregont. “This project was a huge investment and we’re excited to see it up and running.”

Stolen vehicle found in flames south of St Joe

flamesBuchanan County deputies and fire protection personnel from Dekalb and Rushville responded this morning to a car fire south of St Joseph.

The vehicle was believed to have been stolen on Wednesday.

It was spotted fully involved in flames in the area of Horseshoe Lake, on Bluff Road at US-59 highway.

Fire crews were dispatched shortly after 4 a.m., and by 5 a.m. crews had the fire out.

(UPDATE) Vacant house fire of “suspicious” origin

N Second house fire 151104St Joseph fire inspectors say a structure fire Wednesday morning at 2nd Street and Rosine was of suspicious origin. Fire Inspector Steve Henrichson says the house at 114 Rosine was being remodeled, but there is evidence some third party may have entered the home and lit a fire to keep warm.

Henrichson says the owner had hoped to open the house for rent by next spring, but the fire caused $20,000 damage.

There were no injuries.

Mr Henrichson says he has talked with the maintenance man, and hopes to speak soon with the owner. The investigation continues.

Kansas, Missouri Senators introduce resolution congratulating Kansas City Royals

resolutionWASHINGTON, D.C. – Today, U.S. Senators Roy Blunt (Mo.), Claire McCaskill (Mo.), Pat Roberts (Kan.), and Jerry Moran (Kan.) introduced a resolution congratulating the Kansas City Royals on their 2015 World Series championship title. The Senate immediately passed the resolution by unanimous consent.

 

“With an incredible four comeback wins in the World Series, the Royals reminded all of us that champions never give up,” Blunt said. “It is a remarkable achievement, and I commend all of the coaches, staff, players, and fans, who had a part in bringing this victory home.”

 

“Very rarely is greatness achieved without one or two individuals standing out—except now,” McCaskill said. “The Royals turned every sports cliché about team effort into a reality. ‘Keep the line moving, depend on each other, never say die, never give up.’ The 2015 World Series Champions taught this country a lesson in selflessness.”

 

As the resolution notes, the Kansas City Royals won the World Series after 95 regular season wins, clinching the 2015 American League Central Division for the first time in team history, and winning the American League title in back to back years.

 

“The Kansas City Royals have certainly earned this championship, often in extra innings and just when some counted us out,” Roberts said. “But our team, our fans and our faith have proven we are the best in baseball. Congratulations to Kansas City and to our Kansas City Royals, the 2015 World Series Champions.”

 

Moran added, “This is a special time for Kansas City and Royals Nation. Owner David Glass and General Manager Dayton Moore put together a team that embodies what Kansas Citians and Royals fans everywhere value: strong character, hard work and perseverance in pursuit of a championship. This franchise and its fans have endured hard times, but now celebrate together in the glory of being World Champions. Congratulations, and let’s repeat next year!”

Whereas, on November 1, 2015, the Kansas City Royals won the 2015 World Series with a 7-2 victory over the New York Mets;

 

Whereas the Kansas City Royals won the World Series in Game 5 at Citi Field in New York City, New York;

 

Whereas the Royals scored 5 runs in the 12th inning of Game 5 of the World Series to take the lead and seal a dramatic win;

 

Whereas all 25 players on the playoff roster of the Royals should be congratulated, including Johnny Cueto, Wade Davis, Danny Duffy, Kelvin Herrera, Luke Hochevar, Ryan Madson, Kris Medlen, Franklin Morales, Yordano Ventura, Edinson Volquez, Chris Young, Drew Butera, Salvador Perez, Christian Colon, Alcides Escobar, Eric Hosmer, Raul Mondesi, Kendrys Morales, Mike Moustakas, Ben Zobrist, Lorenzo Cain, Jarrod Dyson, Alex Gordon, Paulo Orlando, and Alex Rios;

(1)   hitting .364 in the World Series;

(2)   driving in the tying run in the Royals’ comeback in the ninth inning of Game 5 of the World Series; and

(3)   sparking the Royals again in the 12th inning of Game 5 to seal the eventual win;

Whereas 8 of the Royals’ 11 playoff wins came after trailing in the sixth inning or later;

 

Whereas 6 of the Royals’ playoff comeback wins erased deficits of 2 runs or more, a playoff feat which had never been achieved before;

 

Whereas the Royals narrowly lost the 2014 World Series in Game 7, fueling a determination—

(4)   to return to the World Series in 2015; and

(5)   to accomplish what the team came so close to accomplishing 1 year earlier;

 

Whereas the Royals won their second World Series championship title in the 46-year history of the team and their first World Series championship title in 30 years, filling individuals in Kansas City and Royals fans everywhere with pride;

 

Whereas the Royals showed extraordinary steadiness, teamwork, focus, and love of the game in proving again to be an organization of great character, determination, and heart, a reflection of the city of Kansas City and the State of Missouri; and
Whereas the Kansas City Royals are the 2015 World Series champions: Now, therefore, be it

Resolved, That the Senate—

(1) commends the Kansas City Royals on their —

(A) 2015 World Series championship title; and

(B) outstanding performance during the 2015 Major League Baseball season;

(2) recognizes the achievements of the players, coaches, management, and support staff of the Kansas City Royals, whose dedication and persistence made victory possible;

(3) congratulates —

(A)  the city of Kansas City;

(B)  the entire bi-state Kansas City metropolitan area;

(4) respectfully requests the Secretary of the Senate to transmit an enrolled copy of this resolution to—
