Free car seat check held in St. Joseph

baby in car seatCertified Child Passenger Safety Technicians from several agencies are partnering to offer a free car seat installation check today at the City of St. Joseph Health Department.

The city said car seat installation checks reassure parents and caregivers they are using seats that are not expired or on a recall list, are appropriate for the age and size of the child, and are installed and used correctly.

The CPS Techs will be available today from 10:00 a.m. to Noon in the parking lot north of Patee Market Health Center, 904 S. 10th Street. The city said anyone who transports children under the age of eight is welcome.

Bail denied for lack of respect; Defendant says he’s already been found not guilty…in Texas

Buchanan County prosecutors will press on with a statutory-sodomy case despite assertions by the defendant that he’s been found not guilty in Texas. Certain other assertions by the defendant will guarantee that he remains in jail during prosecution of the case.

David Lee Throckmorton appeared in court via video-conference Tuesday morning from the Buchanan County Jail. He told Judge Rebecca Spencer that a jury found him not-guilty of these charges in Texas.

Prosecutors insist they’re not the same charges. They acknowledge that a panel in Texas found Mr Throckmorton not guilty on multiple criminal counts, and there was a mistrial on one count. Officials say Mr Throckmorton was released by mistake by officials in Texas.

Assistant Prosecuting Attorney Kate Schaefer says when they interviewed the victim in St Joseph, she disclosed multiple unlawful actions by the defendant, which she said happened here and in Texas. The defendant was in Texas at the time. The case was referred to authorities in Texas, who filed their own case.

Ms Schaefer filed a motion to increase the bail in the case, or deny bail altogether. A judge two years ago set bail at $25,000 in the Missouri case. Ms Schaefer told Judge Spencer that Mr Throckmorton’s only ties to St Joseph are these charges, and the fact that the victim still lives here.

That’s when the defendant interrupted the proceedings. “There’s no victim in this case,” he said. “Only a liar.”

Judge Spencer scolded Mr Throckmorton, urging him to “have a little respect.”

“No,” he said, “there is no respect. I’m gone.” And, with that, he handed the telephone receiver back to the jailer handling first appearances and disappeared out of camera range.

That’s when Judge Spencer thanked the defendant and agreed with prosecutors to deny bail.

Mr Throckmorton is scheduled for a preliminary hearing September 29 at 11am. He is charged with first-degree statutory sodomy with a victim under 14 years old. According to court documents, Throckmorton abused the victim by touching her genital area with his hand in a series of incidents through December 2008.

Traffic pattern to change on US 36 at Platte River Bridge

under-construction-150271_1280ST. JOSEPH, Mo. – Changes are coming once again for drivers traveling the eastbound lanes of U.S. Route 36 at the Platte River Bridge.

Traffic has been head-to-head in the eastbound lanes of U.S. Route 36 for several months as contractors working with the Missouri Department of Transportation redecked the westbound bridge. Beginning next week, traffic will be moved head to head on the new westbound bridge so the contractors may close the eastbound bridge for repairs. This change could occur as early as Thursday, Sept. 17, but weather delays could push the switch to next week. Motorists may experience delays when the change is being conducted. All planned traffic changes are weather permitting.

Work on the eastbound bridge is currently scheduled to run through November. Motorists should always be alert and follow all construction signs and message boards. All work is weather permitting and schedules are subject to change.
