Planned road work for northwest Missouri, Oct. 16 – 22

ST. JOSEPH, Mo. – The following is a listing of general highway maintenance and construction work in the Northwest Missouri region planned for the week of Oct. 16 – 22 from the Missouri Department of Transportation. In addition to the work listed below, there may be pothole patching, bridge maintenance, striping, brush cutting, mowing, guardrail repairs and other road work conducted throughout the region. Many of these will be moving operations and could include lane closures with delays. All scheduled maintenance and construction projects are subject to change.

 

Atchison County

  • U.S. Route 136 – CLOSED at the Little Tarkio Creek for a bridge replacement project. The road will remain closed through December.
  • U.S. Route 136 – Resurfacing project from just east of Route O to just east of Route M, Oct. 16 – 21. A pilot car will direct traffic through the work zone.
  • Route 275 – Shoulder work from U.S. Route 136 to Red Star Road, Oct. 17 – 20

Buchanan County

  • Route DD – CLOSED for a bridge replacement project at the bridge over Interstate 29 at Faucett at Exit 35. The bridge will remain closed through October.
  • I-29 – The on and off ramps at southbound I-29 will be CLOSED for the Route DD Bridge replacement project. Oct. 16 – 17. During this closure, the I-29 frontage road will be accessible from Route DD, but not from the interstate. The contractor plans to reopen the ramps on or about Oct.17.
  • Route 6 – Resurfacing project from Route AC (Riverside Road) to I-29, Oct. 16 – 21. No left turns will be permitted at Frederick Avenue and Leonard Road.
  • Route H – CLOSED for a culvert replacement from Route DD to Route E, Oct. 17, 8 a.m. to 3:30 p.m.
  • Route AC – Bridge maintenance at the U.S. Route 36 Bridge, Oct. 17 – 18
  • U.S. Route 59 – Pothole patching from just north of Karnes Road to Country Club Village, Oct. 17 – 20
  • Route 759 – Shoulder work, Oct. 17 – 20

Caldwell County

  • Route HH – CLOSED for a culvert replacement from NW Winchester Road to SW Crow Road, Oct. 16 – 178 a.m. to 3:30 p.m. daily.

Carroll County

  • Route E – Drainage work from Route PP to Route D, Oct. 16 – 18

Chariton County

  • Route KK – CLOSED for pavement repair from Salem Avenue to Slough Road, Oct. 20, 8 a.m. to 3 p.m.

Clinton County

  • Route C – CLOSED for a culvert replacement from Route 116 to Grogan Street, Oct. 18 – 208 a.m. to 3:30 p.m. daily.

DeKalb County

  • Route 31 – Shoulder work from U.S. Route 36 to U.S. Route 169 (Gentry County), Oct. 16 – 22
  • Route EE – Milling and pothole patching, Oct. 17 – 20

Gentry County

  • Route D – CLOSED for a culvert replacement from West 230th Street to West 240th Street, Oct. 16, 7 a.m. to 3 p.m.
  • Route D – CLOSED for a culvert replacement from West 240th Street to Route F, Oct. 18 – 197 a.m. to 3 p.m. daily.
  • Route D – CLOSED for a culvert replacement from West 265th Place to West 270th Street, Oct. 20, 7 a.m. to 3 p.m.

Holt County

  • Route 118 – The ramp from Route 118 to southbound I-29 is CLOSED for the Davis Creek Bridge replacement project through mid-December.
  • I-29 – Bridge replacement project at the Davis Creek Bridge near Exit 84, Oct. 16 – 22.   I-29 will be narrowed to one lane in each direction. This includes a 12-foot width restriction. The lane closures will remain in place overnight.

Linn County

  • Route DD – CLOSED for a culvert replacement from Route Y to Route DD, Oct. 18 – 197 a.m. to 3:30 p.m.

Nodaway County

  • Route 148 – Pavement repair from U.S. Route 71 to 220th Street, Oct. 16 – 19
  • Route KK – Pothole patching, Oct. 17
  • Route M – Pothole patching from U.S. Route 71 to Route N, Oct. 17 – 18

Property foreclosure scam hits northeast Kansas

Residents in northeast Kansas are being warned of scammers threatening to foreclosure on their property if they don’t pay back taxes.

Brown County Sheriff, John Merchant said he’s received several reports from residents who have received calls from individuals threatening to satisfy an order of foreclosure.

“We have had one person who then received a call from an individual following up on the automated call. The individual stated the resident owed back taxes on the property and unless
immediate payment was made, the property would no longer belong to them and they would be evicted immediately,” Merchant said. “The caller wanted bank account information to obtain a payment and also wanted a social security number for verification. At that point this resident knew it was a scam and hung up the phone.”

Merchant reminds residents never to give out any personal information over the phone or computer.

Pedestrian and driver injured in Holt County crash

Two people were injured Wednesday in Holt County when a semi hit a parked vehicle and the parked vehicle hit a pedestrian.

According to the Missouri State Highway Patrol, shortly before 6 a.m. on I-29 NB about 10 miles southeast of Oregon, 26-year-old Mario Munzo went off the right side of the highway with a 2017 Freightliner and hit a parked 1998 Ford 122L on the shoulder. The Patrol said 59-year-old Joeail Williams of Kansas City, Kan. was outside of the truck at the time and was hit by his own vehicle. Munzo of Kansas City, Mo. was transported to Mosaic Life Care for treatment of moderate injuries. Williams was transported to Mosaic for treatment of what was described as a minor injury. The Freightliner was listed as totaled and the Ford received moderate damage.

A few thunderstorms will be possible late today and overnight, mainly north of the Interstate 70 corridor. A couple storms may briefly become strong, with small hail up to nickel-size possible. Strong to severe thunderstorms will be possible Saturday afternoon and evening across much of the outlook area. Expect storms to redevelop Saturday afternoon, with individual cells or clusters capable of large hail, damaging winds, and locally heavy rainfall.  Here’s the 7-day forecast from the National Weather Service:

Saturday: Showers and thunderstorms, mainly after 8 a.m. High near 78. Calm wind becoming south 5 to 8 mph in the afternoon. Chance of precipitation is 80%. New rainfall amounts between a quarter and half of an inch possible.

Family Guidance part of mental health pilot program

Senator Roy Blunt visits the Family Guidance Center in St. Joseph on Oct. 12, 2017, to to discuss mental health efforts.

Senator Roy Blunt was in St. Joseph Thursday morning to discuss mental and behavioral health efforts as part of a statewide pilot program.

Blunt spoke at the Family Guidance Center during a press conference as part of a tour of Missouri to talk about the Excellence in Mental Health Act which he co-sponsored with Senator Debbie Stabenow of Michigan. It was signed into law in 2014 and through it, pilot programs were established in eight states to expand access to community mental health services and more. 

Missouri is one of the eight pilot states chosen and Blunt is visiting the agencies in the state to see how the Act is being implemented.

“It’s great to see Missouri in the lead in this, it’s great to see right here in this facility a 107 year tradition of understanding that behavioral health problems need to be dealt with like all other health problems,” Blunt said. “So we’ve got a couple of years here to really create a record that shows the other 42 states how you really do this and how it matters.”

Amy Spaeth is the Vice President of Finance at the Family Guidance Center in St. Joseph. Spaeth said the pilot program started in July and things are going well so far. 

“We’ve added some new services which has been very exciting, we’ve been able to do some things that we haven’t been able to do before because it’s kind of a change in how we do business,” Spaeth said. “We’ve been able to add some services for kids with substance use disorders, we’ve been able to add some peer support specialists for adults with substance use disorders.” 

Spaeth said, with the program, there’s also been some changes with reimbursement methodology which could allow them to increase their workforce.

“One of the things we struggle with, and as a nation we struggle with, is a shortage of mental health professionals,” Spaeth said. “So hopefully by being able to pay a more competitive wage we’ll be able to decrease that shortage.” 

Blunt recently introduced legislation that would extend the time of the Excellence in Mental Health pilot program for states currently participating.

“I think what we’re going to see… is that actually you spend less money on health overall if you deal with behavioral health problems like all other health problems,” Blunt said. “We need to establish a culture here of no wrong door. Whatever healthcare door you open, leads you to health care solutions for all the problems you face, not just the physical health problems you face.”

Smithville Fire subpoenaed by Missouri Auditor’s Office

(News release) – Missouri State Auditor Nicole Galloway announced her office has issued two subpoenas to compel the Smithville Fire Protection District and the Smithville fire chief to provide documents associated with an ongoing audit of the district.

“We have made numerous attempts to work with the district and its officials to get the information needed to conduct this audit, but they have failed to provide documents or sent incomplete records, slowing down our audit work,” Auditor Galloway said. “The citizens served by the Smithville Fire Protection District requested this audit and this lack of cooperation is a disservice to their efforts to pursue transparency in their local government.”

The subpoena includes a list of documents requested by the State Auditor that have not been provided. The district must send a representative to provide sworn testimony on these matters. In addition, the auditor’s office is requiring the fire chief provide sworn testimony.

The State Auditor is authorized by Missouri law to issue subpoenas to compel testimony and evidence as necessary to conduct an audit.

Event to memorialize Harbord and tackle domestic violence issues

An event is planned for this weekend to remember Stormi Harbord and address issues surrounding domestic violence.

Family members are inviting the public to gather Saturday to celebrate Harbord’s life. Harbord was killed earlier this month in St. Joseph. The memorial gathering will take place at 1 p.m. at Evolution United Methodist Church located at 202 W. Hyde Park Ave. Terresa Parks, Harbord’s cousin said they plan to sing, share a potluck meal and release balloons. She said they are also trying to address the issue of domestic violence.

“We’re going to eat, we’re going to sing songs and we’re going to talk about some uncomfortable things,” Parks said. “We’re going to talk about some of Stormi’s favorite things and we’re going to talk about if you would like to help with her five children here are the ways you can help and then we’re going to do a balloon release. At that time if they want to stick around for awhile with the professionals and the ministers I will leave the doors open for awhile until the last one’s gone.”

Terrell Smith has been charged in Buchanan County with a felony of second-degree murder in connection with Harbord’s death. Parks said Smith and Harbord had been in a relationship prior to the shooting.

“I’m just really hoping that out of all of it when it’s time to leave this place, somebody if just by the loss of what Stormi went through can at least save one person,” Park said. “It’s just so hard to look at such a beautiful girl and think, ‘how did no one know?'”

Parks said the community is invited to attend Saturday’s event.  She is also inviting ministers and people who deal with domestic violence issues.  Parks said she hopes the gathering will bring the community together.

“The violence in our community has taken over,” Parks said. “We always say we want to fight back but nobody knows how to. So we just have to start taking things piece by piece and start picking stuff apart.”

Terrance Sterling Hollingsworth, 71, of Atchison KS died on Tuesday, Oct 3, 2017 at Mosaic Life Care Center, St. Joseph, MO

Mr. Hollingsworth has been cremated according to his wishes, and no services will be held. Terrance was born on March 2nd, 1946 in Atchison, Kansas the son of Joseph David and Frances (Brown) Hollingsworth. He was a retired United States Army veteran serving from 1971 to 1993. After his retirement from the service he worked as the Head Chief for the Hart Hospital in Texas. He moved back to Atchison in 2011. He was a member of the VFW Post # 1175, Atchison, KS and enjoyed fishing, his dog – Ike, tinkering, and leatherwork.

He was married to Jessie Rae Zabel on June 3, 1967. She preceded him in death in Sept. of 2008. Survivors include two sons, Michael (Gloria) Hollingsworth, Macomb, MI, and Asa (Jennifer) Hollingsworth, Tumwater, WA, three daughters, Tresia (Jim) Metz, Freeport, IL, Helen Bieker, Lorraine, KS, and Michelle Horton, Atchison ,KS, a brother, Ron Hollingsworth, Atchison, KS and two sisters, Gerri (Don) Hutchings, Krebs, OK, and Marla Winn, AR, twelve grandchildren, three great grandchildren and three step grandchildren and a niece/nephew who were his caregivers, Grace (David) Wilburn, of Effingham, KS. His parents, wife Jessie, and a daughter, Tara Garza preceded him in death.

Wilbur Dale Miller, 88, of Atchison, KS, passed away, Wednesday, October 4, 2017 at the Atchison Hospital surrounded by his loving family.

Wilbur Dale Miller was born on August 7, 1929 in Holton, KS, the son of Charles and Ocie (Coffelt) Miller. Dale moved to Atchison with his mother, Ocie, and step father, Guy Wheeler, in 1943 and graduated from Atchison High School in 1947. Dale served his country in the US Navy, being discharged in 1950. For the past sixty-two years, Dale has worked with Steinlite Corporation in Atchison as a production manager. Dale was a faithful member of the Atchison First Baptist Church, where he served as a Deacon, Trustee of the church, and former Sunday School Superintendant; a Past Master (1962) and member of the Atchison Masonic Lodge #158; member of the Topeks Camping Club. Dale enjoyed camping, yard work, gardening and crafts. Dale especially loved spending time with his family and grandchildren.

Dale and Adalee Padgett were married on August 25, 1951 in Atchison.

Dale is survived by his wife of 66 years, Adalee, of the home; two daughters, Cheryl Lynn (Mark) Fink, Topeka, KS, and Lori Ann (Gary) Andrews, Emporia, KS; two grandchildren, Sarah Lynn Fink, Spring Hill, KS and Sinjin Michael (Amber) Andrews, Emporia; two great grandchildren, Abeni and Alivia Andrews; brother, Jack (Sandy) Miller, Topeka; sister-in-law, Bonnie Wheeler, Kansas City, MO; Aunt Carrie Miller, Holton.
Dale was preceded in death by his parents and stepfather; two brothers, Charles Miller and Dick Wheeler.

Pastor Lela May Gardner-Warner
1948-2017


Pastor Lela May Gardner-Warner 69, of St. Joseph, Missouri passed away Friday, October 6, 2017 at her home surrounded by her loving family. She was born July 12, 1948 in Plattsburg, MO, daughter of the late Lillie and Idris “Rex” Gardner. She graduated from South Park Christian and Ambassadors Bible College. She married Dale Warner on January 5, 1999, and he survives of the Home. She was the Pastor with her husband Dale at the Ambassadors of Faith Christian Center, she also was the Dean of the Ambassadors of Faith College and Seminary. She loved to brag about her grandchildren, camping with her family, singing in church, making quilts, sewing, and watching the Dallas Cowboy football. She loved her family and her church family. Lela was preceded in death by her parents, son, James T. Young, brothers, Roy and James Sonny Gardner, a sister, Levina Gardner, and great grandson, Karsyn Nathaniel Young. Survivors include, husband, Dale W. Warner of the home, children; Michael (Robin) Young, Shannon (Rodney) Senicerios of St. Joseph, MO, Tonya Young, Great Bend, KS, and John Warner, St. Joseph, a brother, Charles (Anna May) Gardner, Plattsburg, MO, sisters, Helen (Sonny) Perman, St. Joseph, MO, Rose (John) Utter, Raytown, MO, and Doris Ferguson, Liberty, MO, sister in law, Betty Gardner, Richmond, MO, numerous grandchildren and great grandchildren, loving caregiver and former husband, Herschel Davenport, and her baby puppy, Bubbles.

Maxine Boling
1922-2017


EMMETT – Maxine Boling, 95, of Emmett, died Sunday, October 8, 2017 at the Midland Hospice House in Topeka.

She was born May 6, 1922 on a farm east of Havensville, the daughter of Roland and Flossie Alban Bahret. She graduated from Soldier High School in 1940.

Maxine had been a member of the Mt. Olive United Methodist Church until it closed. Since then she has been a member of the Emmett United Methodist Church.

She married Clifford Boling on March 8, 1943 in Holton. He died July 22, 1994.

Maxine was preceded in death by her parents and a son, Lemoine Boling, who died in 1970.

Survivors include a son, Charles Wilson, Silver Lake, and several grandchildren, great grandchildren, great-great grandchildren, and nieces and nephews.

Funeral services will be 10:00 a.m. Friday, October 13th at the Chapel Oaks Funeral Home in Onaga. Burial will follow in the St. Clere Cemetery. Maxine will lie in state Thursday at the funeral home where family and friends will meet from 6:00 to 8:00 p.m. Memorials are suggested to the Heart of Jackson Humane Society or Midland Hospice, and may be sent in care of the funeral home, P.O. Diana L. Smith 59, of Saint Joseph, Missouri passed away Tuesday October 10, 2017 at her home. She was born October 30, 1957 in Granite City, Illinois daughter of Pauline & Charles Fowler. She was a Homemaker, and a Christian. Diana was preceded in death by her father, Charles Fowler, brothers, David, Donnie, and Dennis Fowler. She is survived by husband, Eddie Smith, mother, Pauline Fowler, Preston, MO, son James (Erica) Payne, St. Joseph, daughters, Donnita Payne, Saint Joseph, MO, and Davon Barnett, Mexico, MO, grandchildren, Jordan, Sadie, Tyler, and Ashley Payne, Amber and Tearra Elam, Cheryl and Chelsey Newhauser, and Shannon Watts, great grandchild, Bentley , brothers, Charles Fowler Jr., St. Joseph, MO, and Gary (Helen) Fowler, Preston, MO, former husband, Harry Payne. Ronald Leroy Wall
1944-2017

St. Joseph, Missouri Ronald Leroy Wall, 73, of St. Joseph, Missouri passed away Tuesday, October 10, 2017 at the Wathena Nursing & Rehabilitation Center.

Ronald was born on September 23, 1944 in Union Star, Missouri to Arch & Verna (Brewer) Wall.

He worked as a pressman at Mead Products.

Ronald married Irene Lewis on April 13, 1971 in Burlingame, Kansas. She survives of the home.

He was preceded in death by his parents, brother, Ray Dean Wall, sister, Dorothy McMillen & 2nephews & 2 nieces.

Norma Jean Russell
1933-2017


Wathena, Kansas – Norma Jean (Jones) Russell, 84, of Wathena, Kansas passed away Tuesday, October 10, 2017.

Norma Jean was born on Jan. 30, 1933 to Glenn R. Jones and Nora (Hartman) Jones in rural Doniphan County, Kansas. She lived in Wathena all of her life.

She was a 1950 graduate of Wathena High School and attended Gard Business University. She worked for Bartlett Mortgage Company and Vinyard Construction Company and then worked for the District Court of Doniphan County for 20 years, retiring as Clerk of the District Court in 1995.

She was a member of the Wathena United Methodist Church for 72 years and was an active member of the United Methodist Women. She was a volunteer driver for the American Cancer Society’s Road to Recovery Program and a volunteer at the Wathena Keen-Age Center.

Norma Jean married Donald R. Russell on September 16, 1956 in Wathena. He preceded in death on June 13, 1995. She was also preceded in death by her parents.

She is survived by her daughter, Kathy Russell of Centennial, Colorado and her beloved friend, Robert Keifer of St. Joseph, Missouri.

Dorothy Irene Woodruff
1935-2017

Wathena, Kansas – Dorothy Irene (Lentz) Woodruff, 81, of Wathena, Kansas passed away Wednesday, October 11, 2017 at the Mosaic Life Care in St. Joseph, Missouri.

Dorothy was born near Iowa Point, Kansas on November 14, 1935 to Omer L. Lentz and Verna L. Lake Lentz.

Dorothy lived at Iowa Point and attended elementary school there except for a short time when they lived in Laramie, Wyoming. She attended high school at White Cloud, Ks. After graduating, she and Robert J. Woodruff Jr. were married on September 19, 1953. They lived in Kansas City, Missouri, Kingsville, Mo., Blair, Ks., Wathena, Ks. and Atchison, Ks. Dorothy was a Christian and a member of First Baptist Church of Atchison and a former member of First Baptist Church of Wathena, Ks. She was involved for 10 years with the Macedonian Ministry which involved ministries all over Kansas into Missouri & Nebraska. She and her husband owned & operated Decade Acres Mobile Home Park in Atchison, Ks. for 28 years, before retiring to travel in their motor home & spend winters in Arizona & Texas.They enjoyed trips and traveling together, visiting nearly every state, also Canada & Mexico. However, there was “no place like home, Kansas!” Dorothy was first of all a wife, mom and grandma. She enjoyed gardening, growing flowers of all sorts, cooking and baking for her family. She will be happy in her new home with Jesus, her Lord and Savior, reunited with her husband, family & friends.

Dorothy was preceded in death by her father Omer Lentz, step-father Owen Lentz & step-father Joseph Christainson, and mother Verna Lake Lentz Christainson; grandparents, Ed and Sadie Lentz and Henry Lake and Nancy and George Hiskey. Robert Woodruff preceded her on November 25, 2008.

Surviving are Bob & Mary Ann Woodruff of Wathena, KS. Grandchildren Susan & Aaron Barton, Great-grandchildren Steve Barton & Shelby Barton, Cameron Woodruff, Noel Beech (Michael) Grandson, Matthew Woodruff (Kristin) Great-grandchildren Gavin, Jillian & Taylin Woodruff.

Warmer temps return for a few days

While Fall is most assuredly here, the next few days will see conditions that feel more like late Summer as southerly winds bring warm humid air back to the region. While this will make Friday and Saturday a bit warm for this time of year, it will also set the stage for rain and thunderstorms, starting as early as Saturday morning in far northwest Missouri and northeast Kansas, with the potential for storms to develop southeast across Missouri by late Saturday afternoon and evening. Otherwise, Fall like conditions will then return for the end of the weekend. Here’s the 7-day forecast from the National Weather Service: 

Today: Patchy fog before 11 a.m. Otherwise, mostly cloudy through mid morning, then gradual clearing, with a high near 72. South southeast wind 7 to 15 mph, with gusts as high as 22 mph.

Tonight: Mostly clear, with a low around 59. South southeast wind 6 to 9 mph.

Friday: A slight chance of showers and thunderstorms after 1 p.m. Mostly sunny, with a high near 79. South wind around 6 mph. Chance of precipitation is 20%.

Cub Scouts to admit girls

NEW YORK (AP) — In a historic change, the Boy Scouts are announcing plans to admit girls into the Cub Scouts starting next year and to establish a new program for older girls using the same curriculum as the Boy Scouts.

Under the plan announced Wednesday, Cub Scout dens — the smallest unit — will be single-gender, either all-boys or all-girls. The larger Cub Scout packs will have the option to welcome both genders if they choose.

The program for older girls is expected to start in 2019 and will enable girls to earn the coveted rank of Eagle Scout.

Boy Scout leaders say the change is needed to provide more options for parents. The Girl Scouts organization has criticized the initiative, saying it strains the century-old bond between the two groups.
